(a) It shall be the responsibility of the historic preservation commission to: (1) Develop a local historic plan that will include provisions for identification,protection and interpretation of the area's significant resources. Such a plan is to be compatible with the Alaska Historic Preservation Plan and to produce information compatible with and for the Alaska Heritage Resources Survey. (2) Survey and inventory community historic architectural and archaeological resources within the C0111MUnity. (3)Review and comment to the state historic preservation officer on all proposed National Register nominations for properties within the community area. (4) Act in an advisory role to other officials and departments of local government regarding the identification and protection of local historic and archaeological resources. (5) Work toward the continuing education of'citizens regarding local historic preservation and community history. (6) Support the enforcement of the Alaska Historic Preservation Act, AS 41.35. (7)Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF SEWARD, ALASKA that: Section 1. The Historic Preservation Commission hereby approves the following priorities and goals from February 2022 through February 2023: REPORTING • Quarterly reports to council • Annual Certified Local Govermnent(CLG) grant report to the State Historic Preservation Office (February) (ifal)I?Iicable) 2 HISTORIC PRESERVATION COMMISSION RESOLUTION 2023-001 PUBLIC OUTREACH • Coordinate efforts with Planning and Zoning regarding the identification and protection of local historic and archaeological resources. • Enhance understanding of the economic benefits of Heritage Tourism. • Celebrate National Historic Preservation Month in May by proclamation. • Award the Annual Seward Historic Preservation Award in May. • Promote the Seward Historic Preservation Commission online and in the media. SEWARD HISTORIC STRUCTURES & SITES • Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. • Update, review, and submit the Seward Inventory of Historic Sites to the Offices of History and Archaeology according to the guidelines for the Alaska Heritage Resources Survey, with annual review. • Promote and continue to nominate structures and sites to Seward Local Register. • Support the historic Hoben Park by working towards restoring its historic character. • Support the preservation and use of the Jesse Lee Home properties for Park use. • Identify the Most Endangered Historic Properties in Seward. SEWARD HISTORIC PRESERVATION PLAN • Encourage economic incentives, historical preservation and education. • Develop historic preservation initiatives and projects. • Advance the Historic Business District. OTHER COMMISSION TASKS • Generate ideas, set priorities, and submit an application for consideration, and take action on CLG grant opportunities that stimulate knowledge of local history,heritage tourism and cultural awareness. Review the City of Seward legislative priorities foi- input regarding port and commerce issues 6 CITY OF SEWARD,ALASKA RESOLUTION 2022-007 GOALS I.Facilitate the creation of an infrastructure that monitors advancements, supports and educates the community regarding renewable and alternative energy sources. o Short term goals —2023 • Building on the heat loop project, facilitate a gathering of people and entities engaged in Sustainable energy • Discuss the possibility of a standing committee to address and handle sustainable energy issues 2. Increase awareness of hurdles facing economic growth in Seward o Short term goals--2023 • Facilitate a community meeting to discuss and publish housing, healthcare, education gaps in the COMMUnity 3. Increase revenue generated by SMIC development by 20% o Short term goals-- 2023 • Determine city revenue generated by the current and future SMIC development • Investigate potential hurdles to increasing growth in SMIC • Determine if identified hurdles are within the purview of this committee Section 2. During PACAB's October 5 regular meeting, the Board reviewed and updated the 2023 Priorities List and the priorities and goals listed in this resolution reflect the discussion during that meeting. Each year, PACAB uses this resolution to fulfill their code requirements discussed in 2.30.325-Powers and Duties. Upon approval,this resolution will be sent to City Council for their review and approval. Once the resolution is approved by City Council, PACAB will develop their 2023 schedule and calendar based on the finalized priority list. PACAB takes a summer hiatus for the months of June,July, and August. This leaves 9 regular meetings on their calendar so the priority list should be as concise as possible and focused on the core aspects of their powers and duties as described in 2.30.325. Item #1 is a very expansive topic and item #2 is overly broad. DISPOSITION Amended and approved by City Council on November 28, 2022. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The following list of 2023 priorities for the Planning and Zoning Commission are approved by the City Council: SHORT TERM (2023) SPECIFIC PRIORITIES 0 Through powers of the Commission, contribute and collaborate as needed to help be part of the solution for the housing issues that Seward is facing including recommending changes to the Muni Land Plan and Title 15. 0 Recommend revised language to City Council concerning P&Z Commissioner qualifications and attendance. (Administration) 0 2030 Comprehensive Plan Review and Update Recommendations: Hold a public hearing on the Comprehensive Plan. Deten-nine a month to hold Public Hearing annually (as required by code). The Commission will make recommendations to council to make this document living and usable, including considerations of a shorter revision cycle. ONGOING PRIORITIES * Review and make recommendations to update Title 15 as needed. (Title 15 is a living - document and keeping it current is part of the role of Community Development and the 17 CITY OF SEWARD, ALASKA RESOLUTION 2023-024 P&Z Commission.) Topics to address this year may include: dwelling definitions, height restrictions,parking, signs, development standards, etc. • Review and update the Municipal Lands Inventory and Management Plan (MLIMP) to meet the current and future needs of the City of Seward. (Annual Review at Regular meeting in September) • Promote public interest and understanding for the upcoming review process of the Comprehensive Plan (Different pieces of the comprehensive plan can be reviewed each year to help keep tip to date before the official review every 10 years. Code requires that we have one public hearing on an annual basis and recommendations shall be forwarded to council for consideration) • Look at current and future community needs to identify a wide range of strategies, including land use and zoning changes, to support the long- term vitality of the City. • Joint Work sessions with Seward Bear Creek Flood Board regarding city/borough projects: Lidar mapping, Flood mitigation, Airport, Second Avenue culvert project, Resurrection River, Japanese Creek, Lowell Canyon, Beach revitalization project (Annual Joint Work session) • Work with PACAB on the Seward Marine Industrial Center (SMIC) new zoning overlay and development plan (Annual Joint Work session) • Work with Historic Preservation Commission to develop methods to preserve the historic downtown (Annual Joint Work session) • Planning & Zoning Commissioner education and training (Annual trainings for both procedure and content) Section 2. The Planning and Zoning Commission attended a joint meeting with the City Council on January 23, 2023, to discuss the priorities of the Commission. A list of priorities was created from the direction the Commission received at that meeting. This list was approved through Resolution 2023-005 at the February 7, 2023 Planning and Zoning regular meeting. The attached Resolution for City Council's approval contains the updated priorities meant to guide the Planning and Zoning Commission during the year 2023.
