HomeMy WebLinkAboutRES2023-077 EPS Lawing Substation Refurbishment CITY OF SEWARD,ALASKA Sponsored by: Regis RESOLUTION 2023-077 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ELECTRIC POWER SYSTEMS, INC. (EPS) TO PROVIDE ENGINEERING DESIGN SERVICES FOR THE REFURBISHMENT AND VOLTAGE CAPACITY UPGRADE OF THE LAWING SUBSTATION AT MILEPOST 25 OF THE SEWARD HIGHWAY IN A NOT-TO-EXCEED AMOUNT OF $175,972 AND APPROPRIATING FUNDS WHEREAS, the refurbishment of the Lawing Substation is a component of the Electric Department's overall transmission infrastructure rebuild project; and WHEREAS, the refurbishment will also result in the substation's voltage capacity being upgraded from its existing 69kV to 115k; and WHEREAS, engineering design of the Lawing Substation is important to ensure the completion of the substation construction stays within the timeline of the overall infrastructure project; and WHEREAS, EPS has provided engineeringdesign and maintenance support services to the City's Electric Department for approximately 45 years; and WHEREAS, the completion of this important. substation work, along with the completion of the overall transmission infrastructure project, will help improve system reliability for up to 40 years. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The City Manager is hereby authorized to enter into a contract with Electric Power Systems, Inc. to provide engineering services for the refurbishment and voltage capacity upgrade of the Lawing Substation. Section 2. Funding in the not-to-exceed amount of$175,972 is hereby appropriated from Electric Fund Unassigned reserves account 15000-0000-3710-0000-15340 and transferred to Fund 15340-0000-8103 Capital Equipment Expense account. The work will include a nearly complete rebuild of the Lawing Substation with new transformers, circuit breakers and related equipment. The substation's voltage capacity will also be increased from 69kV to 115kV. Since it's another key part of the overall infrastructure project, it's critical that this work stay on schedule. EPS has provided the City with engineering design services and maintenance support for approximately 45 years. ("EPS") is pleased to present the City of Seward ("Seward") with a proposal for engineering services for the design to upgrade the Lawing Substation to 115kV, It is our understanding Seward desires to upgrade the existing 69kV line to 115kV and replace the existing 20MVA 115/69/12.5kV transformer with a 115kV pass-through. The 2.5MVA 12.5/25kV step up transformer will be replaced with a 4.6MVA 115/25kV transformer tapped off the 115kV pass-through. The 20MVA transformer will be repurposed at the Spring Creek Substation. The following summary and costs represent our understand i,ig of the scope of work for this project. 1.Preliminary Design After a kickoff meeting with Seward, EPS will begin producing a detailed design of the substation. This task includes all labor, materials, and other costs required to complete the preliminary design and create a package that will identify all known equipment and material requirements. This preliminary design work will identify long lead equipment and materials for construction of the substation. Design drawings will be completed to the point of material identification and solicitation. We estimate these drawings will be 65%complete following this phase of the project. 2.Equipment Procurement Assistance This task includes the preparation of specifications necessary to procure long lead items that will be Seward furnished. It also includes providing engineer's estimates for owner-furnished materials and equipment, technical assistance during bidding phases, technical evaluation of bids, and review of vendor calculations, shop drawings, and other submittals. 3. Final Design Following Seward review of the preliminary design, and receipt of preliminary drawings from all long lead equipment vendors, we will begin incorporating comments into a final design. The final design will provide sufficient detail for construction, maintenance, operation of the substation and safe retirement of old equipment. Drawings will include detailed material lists that specify quantities,and when applicable. an acceptable manufacturer and catalog number. Final design package to include construction ready drawings. 3. Construction drawings to include site development, foundation, raceway, lighting, grounding, fence, getaways, station service, and auxiliary electrical systems to form complete substations as requested. SCHEDULE EPS can commence work on this project within three weeks of receiving a notice to proceed. Final construction drawings will be provided within 3 months of final review of 65% design . COST We propose performing these services on a fee schedule basis using the enclosed fee schedule. We estimate our not-to-exceed cost, including 20%contingency, for these services to be $175,972.
