HomeMy WebLinkAboutRES2023-084 Scheffler Creek Appropriation CITY OF SEWARD,ALASKA Sponsored by: Regis RESOLUTION 2023-084 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE MATCHING FUNDS IN THE AMOUNT OF $15,424 TOWARDS THE CITY'S SHARE OF FUNDING FOR THE SCHEFFLER CREEK FLOOD MITIGATION PROJECT, AND APPROPRIATING FUNDS WHEREAS, The Seward Bear Creek Flood Service Area is considering the opportunity to evaluate Scheffler Creek; and WHEREAS, The Flood Board met on July 10 and determined that it is the Seward Community interest to proceed with a project to conduct mitigation investigative measures at Scheffler Creek; and WHEREAS,the proposed project will develop and analyze four possible scenarios to potentially improve flooding in the Forest Acres Subdivision; and WHEREAS, the project will improve understanding of the hydraulics of the creek, evaluate existing mitigation measures, modify current LiDAR data, and provide a summary of recommendations; and WHEREAS, the City of Seward will be receiving $56,310.58 back from project savings on the USACE feasibility study for the Japanese Creek project; and WHEREAS, the total project cost is $30,848 and the Kenai Peninsula Borough is requesting the City of Seward contribute half of the total project cost. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The City Council hereby authorizes a City matching contribution of$15,424 towards the Scheffler Creek Flood Mitigation Project. Section 2. Funding in the amount of$15,424 is hereby appropriated from the Capital Acquisition Fund 80010-0000-7010 Engineering Expense Account. Section 3. This resolution shall take effect upon adoption. City Council Agenda Statement Meeting Date: July 24, 2023 To: City Council From: Norm Regis,Acting City Manager Subject: Resolution 2023-084: Authorizing The Matching Funds In The Amount Of $15,424 Towards The City's Share Of Funding For The Scheffler Creek Flood Mitigation Project,And Appropriating Funds Background and justification: At the request of the Kenai Peninsula Borough; AWR Engineering recently completed work on a project to analyze and map flooding along the Japanese Creek alluvial fan. Because Japanese Creek and Scheffler Creek both impact flooding in the Forest Acres subdivision, Scheffler Creek was also analyzed and associated flood extents were mapped as apart of that project. After presenting the project results to the Seward-Bear Creek Flood Service Area (SBCFSA)Board, the Board thought it would be helpful to analyze options to potentially mitigate flooding caused by Scheffler Creek. AWR Engineering will develop and analyze four scenarios to potentially improve flooding in the Forest Acres Subdivision from Scheffler Creek. These scenarios are described below and are based on a combination of feedback from the Board and analysis of the previously completed flood extents and area hydraulics. 1. Upstream Improvements: This alternative will improve the channel capacity in the upstream area of Scheffler Creek by raising the elevation of Barwell Street and adding an embankment to the west of Barwell Street, as well as possibly increasing the size of the culverts along Barwell Street and Phoenix Road. 2. Downstream Improvements: This alternative will improve the downstream flood extents by raising the elevation of Dairy Hill Lane and increasing the size of the current culverts conveying the creek into the lagoon. 3. Phoenix Road Improvements: This alternative will improve conveyance of flood waters across Phoenix Road to the downstream lagoon by adding cross culverts and improving the drainage ditches along Phoenix Road. 4. Combination Improvements: A final alternative will be developed that will combine some or all components of the first three alternatives to maximize the flood mitigation.
