If we go the hat route, we'll be having our citizens pick the names during the city council meeting O We don't really have advice for the number of citizens, since the number of people you bring is all up to you! However that homestay situation becomes our only worry. The more people there are the harder it is to find homestays, specifically for couples. If the citizens know ahead of time that they might not be able to stay with their partner, or that if they have to it might come down to them paying for lodging or switching with another couple willing to do so, it would be okay.
