RESOLUTION 2023-106
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A
NEW HV513 INTERNATIONAL PLOW TRUCK CHASSIS FROM RWC
INTERNATIONAL, LTD. AND SANDER UP-BUILD PACKAGE FROM
BOB'S SERVICES, LLC, PLUS 10% CONTINGENCY FOR A TOTAL
AMOUNT OF $394,887.90 UTILIZING THE STATE OF ALASKA
CONTRACT#CA2324-23 AND APPROPRIATING FUNDS
WHEREAS, the Public Works Department's 1994 White GMC Sand Truck is past
the anticipated life and has had yearly breakdowns and multiple mechanical issues; and
WHEREAS, to continue providing quality service to the Seward community, the
Public Works Department needs to replace the 29-year-old sand truck with a new Plow/Sander
Truck per the scheduled fleet replacement/management plan for efficient winter road
maintenance; and
WHEREAS,the purchase of the plow/sander truck is consistent with the City of Seward's
policy of the Standardization of Equipment; and
WHEREAS, State of Alaska issued an RFP for competitive bids for International Plow
Truck and Sander Up-Build Package, and awarded a contract to RWC International, LTD. and
Bob's Services LLC. for such equipment; and
WHEREAS, Seward City Code 6.10.120(B) allows competitive procurement purchases
which utilize competitive bids obtained by other governmental units, and the Public Works
Department is purchasing this equipment utilizing State of Alaska contract#CA2324-23; and
WHEREAS,the lead time to purchase new equipment has increased to 18 months,which
Public Works now is planning ahead for all equipment purchases; and
WHEREAS,funds for the purchase of the International Plow Truck and Sander Up-Build
Package were targeted in the 2024-2025 Motor Pool Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. The City Manager is hereby authorized to purchase the new HV513 from RWC
International,LTD. for an amount not to exceed$145,516 and the Sander Up-Build Package from
Bob's Services, LLC. for an amount not to exceed $213,473 with 10% contingency for a total
amount of$394,887.90.

Section 2. Funding in the amount of$394,887.90 from the Motor Pool Reserves account,
03000-0000-3400 to the capital equipment account no.03000-1312-8103 for the purchase of the
new International HV513 and Sander Up-Build Package.
Section 3.The Seward City Council hereby finds that it is in the public interest to purchase
this equipment utilizing the competitive procurement RFP contracts by the State of Alaska.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 1
day of September, 2023.

Subject: Resolution 2023-106: Authorizing the City Manager to purchase a
new HV513 International Plow Truck Chassis from RWC
International, LTD. and Sander Up-Build Package from Bob's
Services, LLC,plus 10% contingency for a total amount of
$394,887.90 Utilizing the State of Alaska Contract#CA2324-23
and Appropriating Funds
Background and justification:
The Public Works Department's 1994 White GMC Sand Truck, Unit 9111, is 29 years old and
past the anticipated useful life. The age of the unit, costly annual repairs, and multiple mechanical
issues make the purchase of a new plow/sand truck necessary to service Seward's winter road
maintenance needs. It will be held for sale in the next Public Surplus Auction.
The current manufacturer lead time for equipment orders is 18 months. Thus, necessitating this
purchase now to have this sander truck available for winter maintenance. The City of Seward
Motor Pool Budget Plan per scheduled fleet replacement/management lists the purchase of a new
International Plow Truck with Sander Up-Build package combination. The purchase price for the
International HV513 from RWC International,LTD. amount is $145,516 and the Sander Up-Build
Package from Bob's Services, LLC. amount is $213,473 for an amount not to exceed $358,989
with 10%contingency,for a total amount of$394,887.90.We currently have the 1994 White GMC
Sand Truck, and this standardization of equipment saves money and improves winter maintenance
efficiencies.
Seward City Code 6.10.120(B) allows competitive procurement purchases which utilize
competitive bids obtained by other governmental units, and the Public Works Department will be
purchasing this equipment through RWC International, LTD and Bob's Services LLC. utilizing
State of Alaska Contract#CA2324-23.
