RESOLUTION 2023-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A
NEW JOHN DEERE 6110M UTILITY TRACTOR AND FLEX WING
ROTARY CUTTER FROM CRAIG TAYLOR EQUIPMENT CO., PLUS
10% CONTINGENCY FOR A TOTAL AMOUNT NOT TO EXCEED
$183,223.13 UTILIZING THE SOURCEWELL CONTRACT AG
TRACTORS 110719-JDC (PG 1P CG 70)AND APPROPRIATING FUNDS.
WHEREAS, the Public Works Department's John Deere Tractor and Mower is
nearing the end of its useful life and has multiple mechanical issues; and
WHEREAS, to continue providing quality service to the Seward community, the
Public Works Department needs to replace the 21-year-old Tractor Mower with a new John
Deere 6110M Utility Tractor and Flex Wing Rotary Cutter per scheduled fleet
replacement/management plan for efficient maintenance; and
WHEREAS, the purchase of the John Deere 6110M Utility Tractor and Flex Wing
Rotary Cutter is consistent with the City of Seward's policy of the Standardization of Equipment;
and
WHEREAS, Sourcewell issued an RFP for competitive bids for John Deere 6110M
Utility Tractor and Flex Wing Rotary Cutter, and awarded a contract to Craig Taylor Equipment
Co. for such equipment; and
WHEREAS, Seward City Code.6.10.120(B) allows competitive procurement purchases
which utilize competitive bids obtained by other governmental units, and the Public Works
Department is purchasing this equipment utilizing Sourcewell Contract # Ag Tractors 110719-
JDC (PG 1P CG 70); and
WHEREAS,the lead to purchase new equipment has increased to 6 months,which Public
Works now is planning ahead for all equipment purchases; and
WHEREAS, funds for the purchase of the John Deere 6110M Utility Tractor and Flex
Wing Rotary Cutter were listed in the 2024 Budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. The City Manager is hereby authorized to purchase the new John Deere
6110M Utility Tractor and Flex Wing Rotary Cutter. for a total amount of$166,566.48 from
Craig Taylor Equipment Co.,with 10%contingency for a total amount not to exceed$183,223.13.

Section 2. Funding in the amount of$183,223.13 from the Motor Pool Reserves account
no. 03000-0000-3400 to the Capital Equipment Expense Account no. 03000-1310-8103 to
purchase the John Deere 6110M Utility Tractor and Flex-Wing Rotary Cutter.
Section 3.The Seward City Council hereby finds that it is in the public interest to purchase
this equipment utilizing the competitive procurement RFP contracts by Sourcewell.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 25`1'
day of September 2023.

Subject: Resolution 2023-110: Authorizing the City Manager to purchase a

Appropriating Funds.
Background and justification:
The Public Works Department's 2002 John Deere Tractor and Mower, Unit 9159, is 21 years old
and is nearing the end of its useful life. The age of the unit, yearly costly repairs, and multiple
mechanical issues make the purchase of a new John Deere 6110M Utility Tractor and Flex Wing
Rotary Cutter necessary to service Seward's maintenance needs.
The current manufacturer lead time for equipment orders is 6 months. Thus, necessitating this
purchase now in order to have this Tractor and Mower for 2024. The City of Seward Motor Pool
Budget Plan per scheduled fleet replacement/management lists to purchase a new John Deere
6110M Utility Tractor and Flex Wing Rotary Cutter combination for the 2024 Budget. The
purchase price for the John Deere 6110M Utility Tractor and Flex Wing Rotary Cutter for a
total of$166,566.48, with a 10% contingency, for an amount not to exceed $183,223.13.
Seward City Code 6.10.120(B) allows competitive procurement purchases which utilize
competitive bids obtained by other governmental units, and the Public Works Department will be
purchasing these vehicles through Craig Taylor Equipment Co. utilizing Sourcewell Contract 9:
Ag Tractors 110719-JDC (PG 1P CG 70).
