HomeMy WebLinkAbout08242023 Historic Preservation Work Session Notes WORK SESSION NOTES Historic Preservation Commission Called by: Historic Preservation Time: 6:00 Date: 8/24/23 Purpose: Work Session Commission Members Present: Bailey Sayler, Kris Peck, Todd Mashlan, Mary Ann Present: Maria Lewis State Historic Benoit, Tanguy Libbrecht, Preservation Office Sue Ward, Dona Walker, Rissie Casagranda Laura Erickson, Maria Lewis Historic Preservation confirmed they liked the schedule of 4 meetings per year. Maria Lewis said she was here to help with grants, tax incentive projects, and she was the sound board for brain storming projects. Ward said she wanted to create a grant library that would be a resource. Maria Lewis said this fall would have another call for development or pre- development grant. She said the tax incentive program was where a property owner could spend 100,000 dollars and get 20% back cash in pocket. You would have to pass a basis test, and there are some parameters. It was easier than a grant application. A property owner can submit the application. She can do a quick check to see if the project was eligible. The CLG program was only eligible for cities that were CLG cities. The city has to administer the grant and do the financial part of it. They are responsible for that portion of the grant. The grant manager still does everything on their own. WORK SESSION NOTES Historic Preservation Commission Hoben Park was challenging because it was hard to find historic information on gardens and specific plants. It was rare to find good records on the gardens. She said there was a historic garden in Talkeetna that was well documented as a historic strawberry garden. Benoit said she had found some historic references to lilacs and roses in Hoben Park. Libbrecht asked about hiring a technical writer and editor for historic guidelines and if that would be eligible for a grant. Lewis said that would be under the preservation planning. Mashlan asked if active religious institutions were eligible. Lewis said it depends and if it was strictly due to the building it could qualify. Lewis said October 13 was the due date for the applications. Rissie said she was in the process of applying for a CLG grant and would like HP's support. It was a fire suppression system for Brown and Hawkins. Rissie said the $50,000 would be a tiny drop, but still helpful. Rissie wanted support to bring forward a resolution to council to support a CLG grant for Brown & Hawkins. The city finance department would be the middleman to handle the money. Libbrecht wanted to do a special meeting on Thursday, September 14, 6:00 p.m. for 3 CLG grants. Maria Lewis suggested a historic neighborhood designation would help all the homeowners in that area. WORK SESSION NOTES Historic Preservation Commission They discussed nominations for the Seward Register of Historic Places and the process of resolutions for council. It was noted that not all places seemed to have gone to Council and were based on an HP resolution. Grant Library Creation - Todd Mashlan said he would come up with a short list of available opportunities. Maria said she could provide a list of all grants that Seward has ever received. Maria said there were CLG grants available to update spreadsheets and hire a consultant. Adjourn: 7:21 p.m. KP
