RESOLUTION NO. 505
v~=~~AS the Seward economy is presently seriously depressed; and
~~::-:\:<:AS the City desires immediate development of the commercial area west
of the Seward Municipal Small Boat Harbor to encourage the fullest possible

~~iliP~AS such use of the Seward Small Boat Harbor would have an immediate
2nd stimulating effect upon the economy of the Seward area; and
Wn3REAS Herman T. and Lillian J. Norman of Seward, Alaska have applied to
The city of Seward for the privilege of leasing a parcel of land in said
area for the purpose of constructing a restaurant building and conducting
n restaurant business; and
WL:EREAS the construction season in Alaska is very short and in order to
have this facility ready for the 1966 boating recreation and tourist seaso~,
it is essential that construction commence at the earliest possible date;
and
t'ilEEREAS the City Council has established "first come, first served" as
the policy of the City in granting lease privileges for development of the
commercial area west of the Small Boat Harbor:
NOW, THEREFORE, BE IT RESOLVED that due to the above stated emergency con-
ditions, the provisions of Ordinance No. 315 relating to leasing of City
owned property, except as below stated, be and hereby are waived for thi~'
one specific transaction; and
'::,E IT FURTHER RESOLVED that a Lease Agreement between The City of Seward
28 lessor and Herman T. and Lillian J. Norman as lessees for that certain
parcel of land described as follows: A parcel of land 100' by 100 I slltuated at the
Southwest corner adjoining Fourth Avenue and access road to parking lot and containing
10,000 square feet in Seward Small Boat Harbor Commercial Area, Seward, Alaska.

aP2roved: form of said lease to be the standard INDUSTRIAL AND/OR COMMER-
CIAL SITE LEASE OF LIMITED SHORELINE LAND as it pertains to the leasing of
J.~~d exclusive of improvements, and the City Manager and City Clerk-Treas-
urer are hereby instructed to execute and deliver said lease.
~his Resolution to be posted and published in accordance with Ordinance No.
315. Passed and approved by the Common Council of The City of Seward,
Alaska, this 7th day of March, 1966.
