HomeMy WebLinkAbout01112024 Historic Preservation Work Session Notes WORK SESSION NOTES Historic Preservation Commission Called by: Libbrecht Time: 5:3 O Date: 1/11/2024 Purpose: 2024 Priorities & Meeting Schedule Commission Members Present: Kat SorensenAllison Stacy, Todd Mashlan, Mary Ann Benoit, Present: Kris Peck, Jodi Kurtz g y Tan u Libbrecht, Laura Erickson and Dona Wallcer(5:52pm) Libbrecht — Responsibilities for format for each and every one of our meetings. Will present the priorities to council. When are they due to the council? When are priorities actually due? Kat Sorensen — Doing it by commissions — P & Z was passed last night. Libbrecht — would it be accurate to discuss if we aren't sure when we will present them to Council. Invite some discussion based on what we did last year but may choose to modify or cut some things. Tonight, for WS, finalize priorities and meeting schedule for next year. City Registers for next year — We physically have 6 Signs. Talk and vote on those on those at meeting. See Packet for information. Discuss which ones we recommend will be the next ones on the walking tour. CLG grant due later this month — more signs and hiring someone to help write historical guidelines. Meeting after this and for approving Aug and Oct minutes and scoring local applications and Walking Signs. Assigning commission to help write the annual report along with the City Manager to present to council. Mary Ann Benoit will do the updates on Hoben Park and 2nd Ave. Review the Seward's Day proclamation and update it. Discussing and printing a copy of the CLG application and that is due Jan 22. Then discussing Historic Preservation Award, that's today's meeting. Next meeting April I I — Paperwork is due March 27 th to Allison. Next Meeting Aug 8th, then November 14th See more in Packet on items to complete. WORK SESSION NOTES Historic Preservation Commission Erickson — Upcoming fall dates are due on Jan 22nd Libbrecth - Up to 50,000 for federal share. Hiring a writer as well. Template he is willing to do it. Looking back on Oct 30' is the deadline. Regular meeting on Aug 8th approves Founders Day Proclamation. Continue project of putting the library together so that folks that want to do Historical Preservation would know about these grants and info. Would be willing to help on an official basis. Should put it on the calendar. Have a work session to work on the library? Benoit — have a page to sign up for and see what is coming up and they can research themselves in a page or two. Mashlan — was task to looking into this and would be duplicating what the library in Homer has done. Grant Station in Library. It's a subscription Service. Relieve us for duplication. Might not have to go physically to the library for this service. Thinking it's like $200 but not sure. Libbrecht- Said we would have to figure out the budget on this. Allison Stacy — will pass it on to senior management to get information on this. Mashlan - said it specifically says it is only on the library computer. Libbrecht — strike the "Reconstruction." Continue to talk about the Library's Historic register. Seward's Local register and if you look at our website you can see every property. Any resident can nominate sites to the Seward Register. Only have 6 plaques right now. Properties out there that really should have it. Put a public notice out so that anyone can nominate one to the register. Make our own recommendations WORK SESSION NOTES Historic Preservation Commission and he printed some out and he proposed that we do an application. Then we can vote to approve the properties. Commission Dona Walker arrived at 5:52pm. Libbrecth — Quesiton 1 — Historic name site and #. #6 is where it starts(pg.26) System proposing Yes is 1, No is 2, etc. See example in packet. Benoit — Talked about how Rissie Brought up something in the last meeting - Should we be giving extra credit for good properties. Libbrecht — Using the application that is established in the packet and using Urbachs as an example. Benoit — Longest family-owned business. And talked about them and are currently on a register, and stated they are not. Discussion on using an example business to answer these questions. Answered more questions based on our criteria. See Youtube for more information. Mashlan — More than 50 years old then yes. Sorensen — Doesn't necessarily see why we are using "Somewhat" and just use "yes or no". Benoit — explained why we use somewhat. When it the building when it comes into that building area and not the historical area. Discussion on where to use a 2 or somewhat instead of a 1 or 0. Libbrecht — asked if they would approve this and that would be in our meeting after the work session. WORK SESSION NOTES Historic Preservation Commission Discussion on how to choose based on the actual location vs the family history. Which are we promoting and/or both. Mentioned that application states that it is the preservation of the building when you read the qualification of the application. Category of properties - could be building or site, Bridge, tunnel, etc. Think of Urbachs as part of a district and you're putting a sign on every single building. Libbrecht - This is supposed to be doing this every year and we could do lyear, 2year, etc. Identify's as being a place of history. That was just an example. Mashlan — brought up that Rissie brought up the Tides Inn being a historical site as that has been there a long time and has been cleaned up. Libbrecht mentioned the current places — pg. 29 Nominations that were made from 1998-2016 and not always a nomination every year. Inconsistent. Benoit mentions doing the Bellaine house. Libbrecht — is already on the register but does not have a sign. And she (Marlee) didn't want the sign as it doesn't, she has done so much work on it that she feels it lost its historical significance that it shouldn't have one. Feels that the Bellaine came here and that was the house that was originally built. LeMaster - Criteria we should use is owner occupied? As owner occupied opposed to a rental. WORK SESSION NOTES Historic Preservation Commission Libbrecht reminded them it could be a site, building, memorial, sculpture, etc. It will always be no matter who the owner is. Is this worthy of being preserved or talked about. Erickson said the Bellaine house is. Libbrecht - There is always a resolution for each one and then it goes to council to approve. Mashlan — mentioned no native sites are on the list. Mashlan — How long the Katuchuks are in that building. Benoit mentioned ones she had on her list to do another example based off questionnaire. Libbrecht talked about historic properties and what the plaques look like that have a spot for personalization. Deputy City Clerk Jodi Kurtz asked how many are already on Registration. Libbrecht read through them and now asking who we want on it that is not on that list. Quonset Hut — Debra Hefmaster — Building/Structure — Continued on to approve this one for Historical Preservation. Commission talked about this building. Agreed to put Quonset Hut in meeting to put up for consideration for Historic Preservation Plaque. Another one is talking about is Standard Oil Manager House Owned by Judy and Donald Clary Property and went through the questionnaire on this building. Agreed to put Standard Oil Manager House Property in receiving a plaque. WORK SESSION NOTES Historic Preservation Commission Should we give the Bellaine house a plaque again? Do something more official and see where they are at that moment. Other business: Grant application for CLG Grant process. Survey, inventory, public preservation education, walking tour(significant), adding 26 signs, Benoit proposed based on criteria and who was left that was already voted on that didn't make the cut due to money. Looked at that all interest would be in tour, but only certain ones would be on the tour with signs. Looked at all the people that expressed interest before. And list by the Seward Register that doesn't have a sign. With that whole list, left, contacted, interested, and then did the scoring rank that is on pg.10. Some didn't respond and the ones that are in bold would like a sign. Sign vandalized on 2nd down below the stucco house, 14 total signs, but funding for 13. Maybe pick 10. Lot of work but same time have a process and we know how to work the sign designer. Did 26 before. What the timeline is and if we can do it. Application are due Jan 22, 2024, and then have to Sign cost is $600/sign but doesn't consider the fabrication and shipping. Estimated $1500 per sign. Install and manpower is about 2 months to produced and shipped. Then 8-10 weeks to get it. The grant itself is quick, 10 pages. If we do this CLG we only, do it for the signs. Aim, scope, project. . . . . .. Cut and paste from the first grant and then make sure everything is correct. The only question is the CLG going to need City Council approval. WORK SESSION NOTES Historic Preservation Commission Apply for it then do a resolution when grant is approved to present to Council to approve to receive the grant. Pick the bold ones on the list and do those for the signs. Project must be complete by August 2025. Agree to Only stick to signs. All in agreement with this. Do we need to have a discussion on what you just. . . Dropping 309 and get a new sign for the replacement one that is needed on 3042nd Ave. All agree on this.
