AN ORDINANCE OF THE CITY COUNCIL OF THE CIT
OF SEWARD, ALASKA, AMENDING SEWARD CITY C E
SECTION 2.10.055, AGENDA, AUTHORIZING THE CITY OUNCIL
TO SET THE OFFICIAL ORDER OF BUSINESS FOR UNCIL
MEETINGS BY RESOLUTION AS A PART OF THE UNCIL'S
ADOPTED RULES OF PROCEDURE, AND AMEND G SECTION
2.10.070, ADDRESSING THE COUNCIL BY TH UBLIC, TO
CONFORM TO PROPOSED NEW AGEND FORMAT
WHEREAS, from time to time, the City Council . shes to amend the regular order of
business appearing on the agenda of the Council; and
WHEREAS, it is cumbersome to make th e changes through the lengthy process of
enactment of an ordinance; and
WHEREAS, setting the Council's or er of business is an administrative rather than a
legislative function and more properly belon s in the Council's adopted Rules of Procedure;
NOW, THEREFORE, THE CI COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. Seward City Co e ~ 2.10.055, Agenda, Subsection A., is hereby amended to read
as follows:

the council's adopted Rules of Procedure.

C. Citizens' comments. Taxpayers or residents of the city or their
authorized representatives may address the council by oral communication on any
matter concerning the city's business, or on any matter over which the council has
control. There shall be two opportunities provided at each regular meeting for su
comments.

hearing. The clerk shall make available sign-up sheets on which person 'desiring
to speak during this time may indicate their desire to do so. All present ons under
this agenda item shall be limited to two minutes per person and shall so be limited
to a total time of not more than thirty minutes. Only those persons 0 have signed
in on the provided sign-in sheet shall be allowed to speak Th presiding officer
shall call on those who have signed in as required in the order, that they appear on
the sign-in sheet. eomments shall be limited to items appea zng on the agenda but
not scheduledfor public hearing.
2. Citizens' comments. This agenda tem shall appear at the end

the council has control may be made. All presentati ns under this agenda item shall

to speak under this agenda item.
