THE CITY OF SEWARD
RESOLUTION NO. 640
BE IT RESOLVED that the City Manager's Municipal Budget Proposal for
the 1967-68 fiscal year, including letter of presentation which is a
part thereof, and containing estimated revenues and expenditures as
follows, be ADOPTED, and that the money needed therefor is hereby
appropriated:
(see Page 2, Summary of Revenues and Expenditures)
BE IT FURTHER RESOLVED that in accordance with Section 7.110 of the
Code of General Ordinances, as Amended by Ordinance No. 310, the total
of the below stated property tax on the original assessment roll, as
certified by the Borough Assessor to the City Council at June 19, 1967
regular council meeting and all supplemental assessment rolls for said
period which may be certified to by the Borough Assessor at a future
date shall become delinquent and subject to penalty and interest as
set forth in section 7.110 of the Code of Ordinances as amended by
Ordinance No. 310, unless at least one-half of the total amount due is
paid on or before August 15, 1967, and the second half paid on or
before November 1, 1967.

Total Tax Roll Revenue from 70 boats on flat rate basis: $505.
BE IT FURTHER RESOLVED that the rate of levy on the 1967 personal and
real property tax rolls shall be and is hereby levied at the rate of
seventeen and one-half (17.5) mills per dollar of assessed valuation,
except that the rate of levy on boats and vessels shall be and is
hereby levied at the rate of Five ($5.00) Dollars each on a boat or
vessel of less than five (5) net registered or certificated tons and
at the rate of Fifteen ($15.00) Dollars each on a boat or vessel of
more than five (5) net registered or certificated tons.
This Resolution shall be effective on the date of its passage and
approval.

PROCLAMATION
WHEREAS, this is the year commemorating the lOOth anniversary of
the purchase of the Alaska Territory from Russia and has been
proclaimed Alaska Centennial Year by the Governor~ and
WHEREAS, this July 2-8 is the week set aside as Seward Centennial
Celebration Week: and
WHEREAS, this is a time of reminiscing and looking to the
accomplishments of the past and the people who participated in
the building of our community~ and
WrlEREAS, The City of seward wishes to officially extend greetings
and welcome to the Seward High School graduates; and
WHEREAS, special events for these alumni, their families and
former teachers are planned including a Social Hour at the Elks
and a Homecoming Banquet by the Parent-Teachers' Association;
NOW, THEREFORE, we, the Mayor and City Council of The City of
Seward on behalf of the people of Seward, do hereby set aside
July 5, 1967 as a special day honoring these graduates and
proclaim this day to be SEWARD HIGH GRADS HOMECOMING DAY.

PROCLAMATION
WHEREAS, Benny Benson, as a thirteen year old boy rose
to the challenge of the Honorable George Parks, Governor of the
Territory of Alaska and the Alaskan Post of the American Legion
and d'esigned the flag Which was chosen Alaska' a Flag from amonq
142 contest entriesi and
WHEREAS, Benny Benson's flaq is Alaska - is so truly
Alaska, that his own words expressing the meaning of his design,
became the heart of the lyrics of the official Alaska song:
"The blue field is for the Alaska sky and the forget-me-not,
an Alaskan flower. The North Star is for the future State of
Alaska, the most northerly of the Union. The Big Dipper is
for the Great Bear - symbolizing strength.": and
WHEREAS, . Benny Benson, by his achievement, has brought
honor to Seward, his home as a youth, and has given us a livinq
heritaqe as the home of Alaska's flag: and
WHEREAS, it is fitting and proper that special rec-
ognition should be given to Benny Benson in this Alaska Cen-
tennial Purchase Year for the design of Alaska'a flaq and for
the inspiration his design and words were to the composers
of Alaska's official song, for in this Centennial Year we are
re-.living our history in ceremony, pagent, exposition and
celebration to lift and hold those attributes Which give
character to our great State:
NOW, THEREFORE, We, t.he Mayor and City Council of
The City of Seward, Alaska, do hereby proclaim the FOURTH OF
JULY in this ALASRA PURCHASE CENTENNIAL YEAR OF 1967 also to
be BENNY BENSON DAY in Seward in recognition of his patriotic
and artistic contribution to our State and do hereby encouraqe
all citizens of Seward to give him all of the courtesy of an
honored citizen and beloved friend during his visit to Seward
on the FOURTH OF JULY AND BENNY BENSON DAY and to attend all
of the civic events planned to celebrate this special day to
mark this day as a truly outstanding event in the Seward High-
light Days of the Alaska Purchase Centennial Celebrations.

PROCLAMATION
~mEREAS, the dedication of the official sign identifying
MOUNT ANDY SIMONS at the headwaters of Victory Creek will be held
at Mile 20 on the Seward Highway at 1:30 p.m. on July 2, 1967, as
an event sponsored by the Seward Chamber of Commerce in Seward's
celebration of the Alaska Purchase Centennial: and
vlliEREAS, this dedication culminates the good work of
Senator E. L. "Bob" Bartlett, who will be present at the dedica-
tion and receive an expression of thanks for his part in securing
the official designation by the Board of Geographic Names, and
Mr. Ottokar Ska1 and Mr. Carl Clark, who orignated the petition
for this lasting recognition to a worthy pioneer citizen: and
vmEREAS, Andrew A. Simons earned world-wide recognition
as an outstanding guide in hunting Alaskan big game trophies
and held the Alaska Guide License No. 1 from the first issuance
of such licenses in 1910: and
~mEREAS, Andrew A. Simons served on the Alaska Game
Commission for twenty-seven years to the betterment of Alaskan
outdoor recreation: and
WHEREAS, Andrew A. Simons, known to all as Andy Simons
of Victory Creek, Kenai Lake, Alaska, -was an active civic leader:
NOW, THEREFORE, We, the Mayor and City Council of
The City of Seward, wish to express appreciation to Senator
E. L. Bartlett, Mr. Ottokar Ska1, Mr. Carl Clark and the Seward
Chamber of Commerce for their concern and accomplishment in
naming MOUNT ANDY SIMONS and in dedicating this sign to the
honor and memory of ANDY SIMONS.
