RESOLUTION 2004-133
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
RENTAL AGREEMENT WITH CHUGACH ELECTRIC ASSOCIATION
(CEA) TO EXTEND THE RENTAL PERIOD FOR A 70 FOOT BUCKET
TRUCK BY TWO MONTHS FOR A TOTAL COST OF
APPROXIMATELY $28,800
WHEREAS, The City's Bucket Truck has required maintenance which requires repairs
done in Anchorage and the City Electrical crew is therefore without a Bucket Truck to do routine
and emergency maintenance; and
WHEREAS, A canvas of all utilities in the Anchorage and Kenai area's found that only
CEA was willing to rent us a Bucket Truck on a temporary basis and at a cost of $2400/week;
and
WHEREAS, The rental period agreed to by CEA and the City was only for one month,
to December 18, 2004 at a cost of $9600 to date; and
WHEREAS, It appears that we will need between 4 and 6 weeks to ship the parts for
repair (due to possible holiday delays) and then an additional week to finish repairs to our Bucket
Truck; and
WHEREAS, An extension of the rental period is necessary for approximately two
months for an estimated additional cost of $19,200 for a total rental cost of $28,800; and
WHEREAS, City Code 96.10.120 (5) allows for an exemption from the normal bid
process for "supplies, materials, equipment or contractual services which can only be furnished
by a single dealer."
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. Competitive procurement procedures for the rental of the 70 foot bucket
truck are not required for the reasons described in the recitals above, which recitals are
incorporated herein by this reference and the City Manager is authorized to extend the equipment
lease agreement with Chugach Electric Association for the rental of a 70 foot Bucket Truck for
an additional two months increasing the cost from $9,600 to $28,800.
Section 2.
Funding is available in Account 501-5400-5500
This resolution to take effect immediately.

Agenda Item: Extension of Rental for Chugach Bucket Truck
BACKGROUND & JUSTIFICATION:
During the time period that our Bucket Truck is being repaired, we rented a 70' Bucket
Truck from Chugach Electric. Chugach generously rented us this rig, which is normally
used by their Substation maintenance department, when nobody else in the state would
rent a unit to us.

The rental cost is $2400/week and the rental agreement expires on December 18, 2004.
We would like to extend that rental for another month for approximately another $9600,
making the total for the rental approximately $19,200. By then, our Bucket Truck
should be repaired and back in service.
City Code §6.10.120 (5) allows an exemption from the normal bid process for “supplies,
materials, equipment or contractual services which can only be furnished by a single
dealer”.

RECOMMENDATION:
City Council approve Resolution 2004-133 authorizing the City Manager to sign an
agreement with Chugach Electric to extend the rental of the 70' Bucket Truck for one
month for an approximate $9600 in addition to the $9600 already agreed to in a rental
agreement with Chugach Electric (CEA). Funding is available in Account 501-5400-
5500.
