ORDINANCE NO. ~
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING SEWARD CITY CODE
SECTION 2.10.055, AGENDA, AND SECTION 2.10.070,
ADDRESSING THE COUNCIL BY THE PUBLIC
WHEREAS, Section 3.50) of the Seward City Charter authorizes the Council to determine
its own rules and order of business; and
WHEREAS, from time to time, the City Council wishes to amend the regular order of
business appearing on the agenda of the Council; and
WHEREAS, it is cumbersome to make these changes through the lengthy process of
enactment of an ordinance; and
WHEREAS, setting the Council's order of business is an administrative rather than a
legislative function and more properly belongs in the Council's adopted Rules of Procedure;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. Seward City Code 9 2.10.055, Agenda, Subsection A., is hereby amended to read
as follows:
2.10.055 A~enda.
A. The order of business for the regular meetings of the city council
shall be set by resolution of the council and shall be incorporated in
the council's adopted Rules of Procedure.
Section 2. Seward City Code ~ 2.10.070, Addressing the council by the public, is hereby
amended by repealing Subsections c., D., and E. Section 2.10.070 A. is further amended to read as
follows:

A. Generallv. The council shall provide reasonable opportunity for the
public to be heard at regular and special meetings as required by AS 29.20.020 and
Seward City eharter Section 3. 5 (g). A person desiring to address the council shall
first secure the permission of the presiding officer to do so, shall stand before the

council and give his name and address in an audible tome of voice for the record,
and, unless fUrther time is granted by the presiding officer, shaUlimit his address to
the time limits specified in this section or by resolution incorporated in the council's
adopted rules of procedure.
Section 3. This ordinance shall take effect ten (10) days following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this
18th day of March, 1996.
