RESOLUTION 2005-11
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER
TO PURCHASE A USED GODWIN CD150 6" DIESEL DRIVEN
PUMP UNIT ON TRAILER IN THE AMOUNT OF
$19,330.00
WHEREAS, in September 2004; the City experienced a failure at Lift Station #3 with
the butterfly valve flood control unit; and
WHEREAS, the Sewer department has been renting a Godwin CD 1 SO 8" Diesel Driven
Unit on a trailer from Alaska Pump and Supply, Inc. since that time; and
WHEREAS, Water and Sewer personnel have recommended to the Director of
Public Works, that a 6" pump unit (exchanging the 8" pump) be purchased; and
WHEREAS, when such a pump is needed, it is almost always during an emergency
situation, and not having one on site has been problematic; and
WHEREAS, Alaska Pump and Supply, Inc. is willing to credit the City for the rental of the
8" pump unit toward the purchase price of a 6" pump unit; and
WHEREAS, the credit will be $8,650.00 bringing the purchase price to $19,330.00; and
WHEREAS, attempts were made to solicit price quotes from other vendors on this particular
pump, and staff referred to either Alaska Pump and Supply, or possibly CMI, since both companies
stock this type of pump; and
WHEREAS, Alaska Pump and Supply, Inc. is willing to credit the City for the rental of the
8" pump unit towards the purchase price of a 6" used pump unit from their rental fleet; and
WHEREAS, City Code 56.10.125 provides for an exemption to the normal bid process for
the purchase of used equipment; and
WHEREAS, the credit will be $8650.00, bringing the purchase price to $19,330.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEW AD, ALASKA, that
Section 1. Competitive procurement procedures for the purchase of used equipment are not
required for the reasons described in the recitals above, which recitals are incorporated herein by this
reference and authorize the city manager to purchase the Godwin CD 150M 6" Diesel Driven Pump
with trailer from Alaska Pump and Supply for an amount not to exceed $27,980.00 less rental credits
of$8,650.00 for a total cost of$19,330.00.
Section 2. Funds in the amount of$19,330.00 are available in Sewer Department's line item
703-7900-5930.
Section 3. This resolution shall take effect immediately upon it's adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th day of
February 2005.

Agenda Item: Purchasing a Godwin CD150M 6” Diesel Driven Pump with trailer
BACKGROUND & JUSTIFICATION:
Back in September 2004, the City experienced a failure at Lift Station #3 with the butterfly valve
flood control unit. The Sewer department has been renting a Godwin CD150 8” Diesel Driven Unit
on a trailer from Alaska Pump and Supply, Inc. since that time. Water and Sewer personnel has
recommended to the Director of Public Works, that a 6” pump unit (exchanging the 8” pump) would
be worth purchasing; considering that when it is needed, it is almost always during an emergency
situation. Unfortunately, not having one on site has been problematic.
Attempts were made to contact other vendors on this particular pump, and we were referred to
either Alaska Pump and Supply, Inc. or possibly CMI, since both companies deal in this type of pump.
Alaska Pump and Supply, Inc. is willing to credit the city for the rental of the 8” pump unit towards
the purchase price of a 6” used pump unit from their rental fleet. This purchase would fall under code
§
6.10.125, where the public interest would be best served by the purchase of used equipment. The
credit will be $8650.00, bringing the purchase price to $19,330.00. (see attached quote and pictures)

FISCAL NOTE:
Funding for the purchase of the Godwin CD150M 6” Diesel Driven Unit on trailer in the amount of
$19,330.00 will come out of the Sewer Department’s Capital equipment line item 703-7900-5930.
