AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AMENDING SEWARD CITY CODE
SECTION 3.45.050 D. TO ALLOW FOR THE DONATION OF
ANNUAL LEAVE FROM ONE EMPLOYEE TO ANOTHER
WHEREAS, circumstances beyond an employees control sometimes make it necessary for
them to take extended time off work; and
WHEREAS, when a catastrophic medical emergency or other unforeseeable event occurs,
an employee sometimes exhausts all available annual leave and is then forced to go on leave without
pay status for a period of time; and
WHEREAS, this situation can create an undue hardship for many people; and
WHEREAS, if one employee could donate annual leave to another employee in need, it
would reduce these hardships for employees at no additional cost to the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. Seward City Code Section 3.45.050, Subsection D., is hereby amended to read
as follows:
3.45.050 Cash-in-lieu-Qf annual leave.
D. Donation of annual leave to another employee will be allowed in
cases of serious, unforeseen medical emergency circumstances and upon approval
by the city manager. The value of the donated leave time will be computed at the
regular rate of pay of the donating employee and converted into hours of equal value
based upon the regular rate of pay of the receiving employee. All guidelines set forth
by the city manager shall be observed.
Section 3. This ordinance shall take effect ten (10) days following its enactment.

18th day of March, 1996.
