Introduction Date: 1 Public Hearing Date:'~ CITY OF SEWARD, ALASKA ORDINANCE NO. 96-17 AN ORDINANCE OF THE CiTY COUNCIL OF THE CITY OF SEWARD, ALASKA, REQUIRING ART IN PUBLIC BUILDINGS CONSTRUCTED, REMODELED OR RENOVATED AFTER JULY 1, 1996 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. The Seward City Code is hereby amended by adding a new Chapter 7.20, Art Requirements for Public Buildings and Facilities, to read as follqws: CHAPTER 7.20 ART REQUIREMENTS FOR PUBLIe BUILDINGS AND FACILITIES 7.20.010 Purpose. The city recoKflizes its responsibility-to foster culture and the arts and the necessity for the development of its artists Q/;td craftsmen. The city is also committed to the preservation of its rich history and fostering an understanding and appreciation of the area's past amonf/its citizens and visitors. It is, therefore, the intent of the city council to requirr.;' that a portion of city appropriations for the constmction, remodel or renowiion of public facilities be set aside for the acquisition of works of art or hIstorically significant artifacts or renditions to he displayed in buildings and otHer public facilitiesfimded by the city through direct appropriation or bonding. / 7.20.020 Art reqUirem~ for public buildings and facilities. A. A buil . Ig orfacility constntcted after July 1, 1996, or remodeled or renovated after July ,1996, shall include works of art including hut not limited to sculptures, painti gs, murals or objects relating to Native art or local historical events, people Q places. B. At least percent of the construction cost of a huilding or facility appr ved by the city council for construction will be reserved for the desiKll, constructi n, mountinK and administration of works of art in a huildinK orfacility funded y the city of Seward. C. A building orfacility with an estimated construction cost of less than is exempt from the requirements of this chapter unless inclusion oj w rks of art in the desiKfl and construction of the building or facility is .\pecifically uthorized by the city council. ,I CITY OF SEWARD, ALASKA ORDINANCE NO. 96-17 D. The city, or the beneficiary of bonds issued by th~ty, will issue a request for proposals for works of art to be placed in the buildtngs or facilities. A selection committee of knowledgeable area residents shall be. appointed by the city manager, the city councilor the project architect to select works of art to be placed in the building or facility. In selecting works of art, preference will be given to area artists. 7,20.030 Definitions. As used in this chapter: A. "Building" or 'facility" means a permanent improvement built by the city or funded through the issuance of bonds of the city and includes, but is not limited to schools, office buildings, hospitals, research facilities, visitor facilities and other buildings which the city council determines are designedfor substantial public use. E. "Construction cost" means that cost expended for the actual construction of the facility exclusive of the costs of land acquisition, site investigation, design services, administrative costs, equipment purchases and any other costs not specifically incurred within the construction contact or contracts awarded for the construction of the facility. C. "Construction" includes remodel and renovation of a buildinK or facility. Section 2.
