RESOLUTION 2002-119
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH TRYCKNYMAN HAYES, INCORPORATED (TNH)
FOR CHANGE #1 TO THE PUBLIC INVOLVEMENT AND SCHEMATIC
DESIGN SERVICES CONTRACT FOR THE EAST HARBOR EXPANSION
PROJECT, ADDING HARBOR AREA MASTER PLANNING SERVICES
FOR AN AMOUNT NOT TO EXCEED $61,345
WHEREAS, on August 26,2002, the City of Seward City Council approved Resolution
2002-082 authorizing the City Manager to enter into an agreement with TNH to provide Public
Involvement and Schematic Design Services for the East Harbor Expansion Project; and
WHEREAS, during the course of developing the process guidelines, several users
suggested and staff concurred, that adding a Harbor Area Master Plan component to the contract
would take advantage of the large scale effort already in progress; and
WHEREAS, TNH, at the City's request, has provided an expanded scope of work to
include Harbor Area Master Planning Services to run concurrent with the Schematic Design
Services; and
WHEREAS, Since separate efforts no doubt would be repetitive and more costly, it is
logical to add these services at this time to take advantage of the expertise ofthe contractor and
to not duplicate the public involvement and information exchange already underway; and
WHEREAS, per City of Seward Code of Ordinances S6.1 0.120, Engineering Services
are professional services and exempt from competitive procurement procedures.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with Tryck
Nyman Hayes, Incorporated, for Change #1 to the Public Involvement and Schematic Design
Services contract for the East Harbor Expansion Project to include Harbor Area Master Planning
Services in substantial form as attached hereto and incorporated by reference for an amount not
to exceed $60,000.
Section 2. $56,345 is hereby appropriated from the Alaska Railroad Corporation
Dredging Reimbursement Fund Retained Earnings, account number 276-0000-3071-0274 to the
Harbor Eastward Expansion Fund, account number 274-0000-3071-0.
Section 3.
This resolution shall take effect immediately upon adoption.
