RESOLUTION 2003-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, RESCINDING SECTION 1 OF RESOLUTION 2003-11 WHICH
APPROPRIATED $16,000 FOR WATERFRONT PROJECT PLANNING
AND DEVELOPMENT
WHEREAS, the Port and Commerce Advisory Board voted at their January 8, 2003
meeting to request that the City Council allocate $16,000 to hire a consultant to prepare the
"Transportation Project Evaluation" to apply for grant funds from the U.S. Transportation
Committee; and
WHEREAS, prior to approving Resolution 2003-11, it was determined that the process
of applying for funding from the U.S. Transportation Committee was significantly streamlined to
require only a two-page application rather than the previously expected 30-page application form,
such that it was no longer necessary to appropriate $16,000 to hire a consultant to complete the
application process; and
WHEREAS, Resolution 2003-11 established a committee to address the issue of
planning and development for the downtown and waterfront, and the administration felt that the
committee might require some initial planning monies to assist them in their efforts, and
convinced Council to appropriate $16,000 for that purpose, while assuring the Council that any
particular expenditure of those funds would come back before Council for approval; and
WHEREAS, on January 27,2003, the Seward City Council approved Resolution 2003-
11 in support of waterfront planning and development, including appropriating $16,000 not for
the purpose of filing a grant application, but amended the Resolution to appropriate funds for the
purpose of waterfront project planning and development; and
WHEREAS, this appropriation offunds has caused confusion among the public, due to
the fact that it was not earmarked for a specific expenditure, and the administration wishes to
withdraw the appropriation to avoid additional confusion.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. Section 1 of Resolution 2003-11 is hereby rescinded the expenditure of
$16,000 is appropriated from the waterfront project planning and development (miscellaneous
account) number 101-1110-5730 to the General Fund fund balance account number 101-0000-
3050.
Section 2. This resolution shall take effect immediately upon its adoption.
