RESOLUTION 2003-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO AUTHORIZE THE
ENGINEERING FIRM OF DRYDEN & LARUE TO CONTINUE
ENGINEERING SERVICES ON THE RELOCATION/RECONDUCTORING
OF THE 69 KV TRANSMISSION LINE AND THE 12.5 KV DISTRIBUTION
LINE BETWEEN MILES 3.0 AND 3.5 FOR AN ADDITIONAL FEE OF
$16,000, $6,500 OF WHICH WILL BE REIMBURSED BY THE STATE OF
ALASKA
WHEREAS, the City has received authorization from the State of Alaska to engineer and
relocate our transmission and distribution facilities adjacent to the three bridges on the Seward
Highway at State expense; and
WHEREAS, the City has previously engaged the services of Dryden & LaRue to do the
engineering for the relocation but the firm is requesting an additional $6,500 to complete this work
(reimbursable by State of Alaska); and
WHEREAS, the City desires to continue the rebuilding ofthe transmission and distribution
facilities beyond the end ofthe state authorized project to the City owned Pole Yard at mile 3.5, a
distance of approximately 2100 Feet; and
WHEREAS, this will replace a section of the Transmission and Distribution line which we
were unable to complete during the last reconstruction of the T-line due to lack of funds; and
WHEREAS, the engineering firm, Dryden & LaRue, estimates that the additional
engineering for the extension will cost approximately $9,500, which will not be reimbursed by the
State of Alaska, for a total authorized amount of $16,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to engage the engineering firm of Dryden &
LaRue to continue engineering services on the relocation/reconductoring of the 69 kV
Transmission line and the 12.5 kV Distribution line between miles 3.0 and 3.5, for an additional
fee of$16,000, $6500 of which will be reimbursed by the State of Alaska. Funding is available in
account 501-5220-5390.
Section 3.
This resolution to take effect immediately.

BACKGROUND & JUSTIFICATION:
The City of Seward has received authorization from the State of Alaska DOT&PF to relocate a
portion of our 69 kV transmission line adjacent to the three bridges at their expense, including
engineering costs. The relocation at State expense does not start and stop at the bridges, it has to
continue both north and south for a couple of spans due to construction problems.
Since we are doing the engineering and relocation/reconductoring of this segment of the line, we are
electing to continue the rebuilt for another few spans to tie into where we last stopped the
reconstruction of the T-line, mile 3.5 at the Pole Yard. The additional engineering cost will not be
paid for by the State and is estimated to be approximately $9,500 by our engineering firm, Dryden &
LaRue. It will include replacement of a broken 69 kV switch, and the replacement of an inoperable
15 kV switch, both items which need to be done.
In addition, Dryden & LaRue needs an increase in their original authorization to do the State
relocation engineering. This increase is estimated at $6,500 and will be reimbursed by the State.
Total amount required for the engineering of this line by Dryden & LaRue is $16,000.
The portion of the line between mile 3.5 and the Ft. Raymond Substation badly needs
reconstruction. We ran out of money at mile 3.5 during our last rebuild of the T-line.

RECOMMENDATION:
City Council approve Resolution 03- authorizing the City Manager to authorize the engineering
firm of Dryden & LaRue to continue engineering services on the relocation/reconductoring of the 69
kV Transmission line and the 12.5 kV Distribution line between miles 3.0 and 3.5, for an additional
fee of $16,000, $6500 of which will be reimbursed by the State of Alaska. Funding is available in
account 501-5220-5390.
