CITY OF SEWARD, ALASKA
RESOLUTION 2003-036
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT WITH GUSTAVSON
ASSOCIATES, INC FOR APPRAISAL SERVICES TO DETERMINE
MINERAL INTEREST CONTRIBUITION TO THE FAIR MARKET VALUE
OF THE CITY OWNED QUARRY AT FOURTH OF JULY CREEK, AND
APPROPRIATE FUNDS
WHEREAS, a request for proposals (RFP) for mineral appraisal services was advertised in
accordance with the Seward City Code; and
WHEREAS, five (5) firms submitted proposals that were found to be responsive; and
WHEREAS, a proposal evaluation committee reviewed the proposal independently to
determine overall qualifications, past relevant experience, understanding of the City's needs,
technical approach; and
WHEREAS, Gustavson Associates was found to be responsive, responsible; and
WHEREAS, through negotiation (as permitted by the RFP and Seward City Code 6.10.145
where available funding is sufficient) the City Manager negotiated an Agreement; and
WHEREAS, the proposed Agreement will provide the City with an appraisal of the
MINERAL CONTRIBUTION TO THE FAIR MARKET VALUE of the City-owned quarry at
Fourth of July Creek; and
WHEREAS, the City believes the Agreement is equitable for both parties, is in the best
interest of the City, and does not affect the competitive nature of the proposal process.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into the attached Professional Services
Agreement with Gustavson and Associates for Mineral Appraisal Services for an amount not to
exceed $19,698 + a ten percent contingency for a total of$21,667.
Section 2. The amount of$21,667 is hereby appropriated from the General Fund fund
balance account no. 101-000-3050 to the Engineering Contracted Services account No. 101-
1230-5390.

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th day of
April, 2003.
