RESOLUTION NO. 84 ~ '/ wHEREAS, the American insurance industry has been a vital factor in the overall develoryment of the basic concent of automobile liability insurance, and wHEREAS, the dramatic growth of the economy of the nation has created an unryrecedented demand for protection from serious financial los~ in accidents arising from the ex- ryanding use of motor vehicles, and WHEREAS, the nresent system of automobile liability in- surance has created a dependency on the courts, a delay in the oromot settlement of claims and a posrcibility of serious financial hardships for those involved in auto- mobile accidents, ane - wHEREAS, a new concept of insurance haG been advocated in Rome states which is known as "no-fault\i or "first party" inRurance which holds promise of clearing court calendars, soeeding claims :::ettlements and nerhaPG lowering orerniulI'1s through more effective handling of insurance claims, NOv', THEREFORE, BE IT RESOLVED by the City Council of the City of Sewarrl, Alaska, that the State and Federal Government be re~uested to initiate legislation which would promote this new system of automobile ins14rance, and BE IT FURTHER RESOLVED, that the State and Federal Govern- ment are also requested to investigate the current orograms in effect in other States and to nrovide an interim reoort to the citizens of Alaska on the merits or demerits of these existing ryrograms.
