3 A resolution requesting the united
4 States Federal Goverrunent to initiate
5 leasing of offshore tracts in the
6 Gulf of Alaska for the purpose of oil
7 and gas exploration
8 BE IT RESOLVED BY THE SEWARD CITY COUNCIL:
9 WHEREAS the United States as a nation is facing the most serious energy
1 0 crisis in the approximate 200 year history of the republic; and
1 1 WHEREAS the United States Department of the Interior has asserted that
1 2 the delays in the extraction of North Slope oil is costing the nation $1 billion
1 3 a year in spending on imported oil; and
1 4 WHEREAS this flowing out of dollars of the United States for oil
1 5 imports has definitely augmented the nation's balance of payments deficit; and
1 6 vlliEREAS in 1969 the American people utilized 1.; trillion kilowatt
1 7 hours of electricity, which was considerably more electrical power than the total
1 8 consumption of Russia, Britain, Japan, France, Sweden, Norway and India
1 9 combined; and
2 0 WHEREAS, according to Rogers C. B. Morton, U. S. Secretary of the

2 1 Interior, this country's consumption of electricity should rise to 4.5 trillion
2 2 KWH by 1985, which means a tripling of the 1969 figure; and
2 3 WHEREAS between 1985 and the end of this century Morton forecasts a
2 4 further doubling of the load pushing consumption in the year 2,000 to
2 5 approximately nine (9) trillion KWH; and
2 6 WHEREAS the development of the oil and gas reserves in the Gulf of
2 7 Alaska would not create a panacea for our country's energy requirements in the
2 8 future, nor will the development of the oil and gas reserves on the North Slope
2 9 for that matter, according to these energy need projections; and
3 0 WHEREAS the persistent insouciance of certain environmental groups in
3 1 the Un! ted States to this paramount energy crisis compels an aroused citizenry
3 2 to ae.and action,
3 3 BE IT RESOLViD that it. ia the will of this Seward City Council to lend
3 4 official support to, and... ~ request the Federal. Government of the
3 5 United States to initiate 1eaaiDs of offshore tracts in the Gulf of Alaska for
3 6 the purpose of oil and gas exploration.
3 7 COPIES of this resolution shall be transmitted to the Honorable
3 8 Richard M. Nixon, President of the United States; the Honorable Rogers C. B.
3 9 Morton, Secretary of the Interior; the Honorable Mike Mansfield, Senate Majority
4 0 Leader, United States Senate; the Honorable Carl Albert, Speaker of the House of
4 1 Representatives; the Honorable E. L. Patton, President of the Alyeska Pipeline
