HomeMy WebLinkAboutRes2003-051 I I I Sponsored by: Erchinger CITY OF SEWARD, ALASKA RESOLUTION 2003-051 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AWARDING A ONE AND ONE-HALF YEAR CONTRACT TO MERRITT ENTERPRISES FOR CUSTODIAL SERVICES AT THE A VTEC STUDENT SERVICES CENTER DOWNSTAIRS, AND THE TEEN & YOUTH CENTER WHEREAS, the City of Seward had properly advertised a request for bids to provide custodial services, and Merritt Enterprises scored equally on criteria points and was a responsive bidder; and WHEREAS, Dependable Janitor withdrew their bid; and WHEREAS, Merritt Enterprises has continually performed custodial duties and provided quality service in recent history; and WHEREAS, a one and one-half year contract will bring our calendar through the next fiscal year, and extensions - up to five years total for this contract - will be made administratively insofar as insignificant changes are made; and WHEREAS, the Parks and Recreation department recommends this contract based upon quality service, the flexibility of the contractor and a valuable service at a good price to the taxpayer. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. It is in the public's interest to award a contract, thereby continuing to keep employee costs reduced and eliminating duplicate tasks among departments. Section 2. The City Manager is hereby authorized to award a contract, from May 15, 2003 until December 31, 2004, with Merritt Enterprises to provide custodial services at the A VTEC Student Services Center, downstairs and the Teen and Youth Center. Section 3. The contractor shall be paid every month, as invoiced on a timely basis, as per the attached contract. Section 4. The contract can be extended administratively, up to a five year total, insofar as insignificant changes are made. Section 5. This resolution shall take effect immediately upon its adoption. OF F\~......" 11"11111"" Agenda Statement Meeting Date: May 12, 2003 From: Karin Sturdy, Parks & Recreation Director Through: Kristin Erchinger, Acting City Manager Agenda Item: Custodial Contract: Merritt Enterprises for Parks & Recreation Off-site Locations BACKGROUND & JUSTIFICATION Over the winter the City of Seward sent out requests for proposals (RFP) for custodial services to various City off-site locations. Two responsive companies replied, and after points were scored, Dependable Janitor was awarded the AVTEC Student Service Center and the TYC. (We did delay the criteria scoring for months while the sales tax issue was unresolved.) Both companies tied in points and Dependable Janitor (DJ) was the lower bidder. However, in the interim between the RFP and the sales tax vote, DJ obtained an additional contract. After reviewing the City contract, DJ contacted the City on May 6 to withdraw their bid. Thus, we went to Merritt and discovered they were still interested in the contract, for their original bid. Merritt has performed well for the City in the past. Attached you will find the Merritt Contract for just over a one and one-half year contract for the AVTEC Student Services Center downstairs and for the Teen & Youth Center. The contract will be renewable administratively, up to five years, if no or insignificant changes are made. Payment will be $3,033.34 every month.
