RESOLUTION 2003-052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, SUPPORTING THE ESTABLISHMENT OF
THE KENAI PENINSULA WORLD CLASS WORKFORCE
DEVELOPMENT COALITION
WHEREAS, various studies of Vocational Education programs in relation to
employer needs have been completed; and
WHEREAS, an appropriate term for Vocational Education programs meeting employer's
needs of both academic and technical education or training, is "Career and Technical Education";
and
WHEREAS, constraints on funding resources and threats to quality programs for Career
and Technical Education continue; and
WHEREAS, a consortia of providers, employers and other stakeholders in Kenai
Peninsula Borough wish to improve the connection between education and training systems
on the Peninsula and successful employment; and
WHEREAS, there is a need to coalesce connective activities between education
providers and employers into one comprehensive strategy; and
WHEREAS, an analysis of existing and needed Career and Technical Educational
programs is desired; and
WHEREAS, it is necessary to identify and analyze "best" practices in Career and
Technical Education fields; and
WHEREAS, identifying the most efficient and effective means of training students at
all levels to meet the needs of local businesses and industries is critical to success; and
WHEREAS, it is desired to provide quality education and training that will produce
a world recognized and useful workforce; and
WHEREAS, an action plan or strategy including outreach and analysis of fiscal
feasibility is desired; and
WHEREAS, a "Kenai Peninsula World Class Workforce Development Coalition"
(Coalition) is needed to develop and implement a coordinated action plan for workforce
development systems necessary to fulfill a "World Class" workforce vision; and

WHEREAS, interim coordination is needed to establish and formalize the coalition,
and to complete a Workforce Development Action Plan/Strategy.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The Seward City Council supports the establishment ofthe collaborative
cooperative Kenai Peninsula World Class Workforce Development Coalition.
Section 2. The Seward City Council hereby authorizes the necessary planning and
coordination work to expand the coalition to include all interested stakeholders.
Section 3. The Seward City Council hereby authorizes the completion of a
Workforce Development Action Plan/Strategy to begin to accomplish the vision of a World
Class workforce in the Kenai Peninsula Borough, and meet the needs of local employers.
Section 4. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this
12th day of May 2003.
