CITY OF SEWARD, ALASKA
RESOLUTION 2003-53
A RESOLUTION OF THE CITY COUNCIL OF SEWARD,
ALASKA, IN SUPPORT OF THE RESIDENTIAL
DEVELOPMENT ALTERNATIVES AS PRESENTED IN THE
JESSE LEE HOME HISTORIC STRUCTURE REPORT,
PREPARED BY THE JESSE LEE HOME ADVISORY BOARD
AND ECI/HYER INC.
WHEREAS, the Jesse Lee Home is on the National Register of Places but is in
need of stabilization and preservation; and
WHEREAS, the City of Seward commissioned the Jesse Lee Home Advisory
Board and ECI/Hyer Inc. to prepare a Historic Structure Report in order to determine the
costs of rehabilitating the Jesse Lee Home and to establish the most preferable uses; and
WHEREAS, many potential uses ranging from commercial to institutional were
considered during the construction of the report; and

WHEREAS, the surrounding neighborhood is residential and there is a need for
residential alternatives in the City of Seward; and
WHEREAS, there is a need for more senior housing in the City of Seward; and
WHEREAS, the Historic Structure Report proposes three residential
development alternatives and provides development costs; and
WHEREAS, the preferred alternative is senior housing, but the City of Seward is
also amenable to the other residential development alternatives; and
WHEREAS, the Historic Structure Report also provides for a memorial for the
Alaska flag on the grounds of the home, which would be a public resource available for
commemorative and community events; and
WHEREAS, after this Historic Structure Report has been approved by the City
Council it will be forwarded to the State of Alaska Department of Natural Resources for
presentation to the Legislature in order to obtain subsequent funding for structure
stabilization and rehabilitation; and

WHEREAS, preserving and rehabilitating a historical landmark of statewide
significance and will continue to demonstrate the City of Seward's resolve to safeguard
and rehabilitate historical properties for the benefit of the citizens of the Seward and the
State of Alaska.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
1. Section 1. The City of Seward approves the residential development
alternatives in the Historic Structure Report submitted by the Jesse Lee Home
Advisory Board and ECI/Hyer Inc. and recommends forwarding the report to
the State of Alaska Department of Natural Resources in order to seek further
funding from the Legislature.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City of Seward, Alaska this 27th day of
May, 2003.
