HomeMy WebLinkAboutRes1982-020 FBA/rsa 4/26/82 CITY OF SEWARD, ALASKA RESOLUTION NO. 82-20 FINDING OF CITY COUNCIL OF SEWARD, ALASKA, THAT THE PUBLIC INTEREST WOULD BE SERVED BY NOT REQUIRING COMPETITIVE BIDDING FOR THE PURCHASE OF BALLFIELD BLEACHERS AND BACKSTOPS. WHEREAS, at the regular City Council meeting of April 12, 1982, proposals for construction of ballfield bleachers and backstops were submitted by the City Hanager with recommendations for acquisition, and WHEREAS, Ordinance No. 503 of the City of Seward, Section lO.8(g) provides that where the public interest would be best served by not requiring competitive bidding, the provision of that ordinance may be waived upon written findings by the City Council. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, makes the following findings: 1. There are no manufacturers of ballfield bleachers or backstops wi thin the State of Alaska, to the best knowledge of the City and after inquiry. 2. There are a limited number of manufacturers of ballfield bleachers nationwide. 3. There are no Alaskan manufacturers and very few manufacturers of baseball backstops. 4. The City Engineering Department has reviewed brochures and technical information from all of the prime manufacturers of ballfield bleachers and backstops and has discussed and developed parameters for those items. 5. The expense in retaining an engineering firm to prepare contract bid documents for ballfield bleachers and backstops would far outweigh any competitive price advantage that might be obtained from the use of competitive bidding as opposed to Request for Proposals. 6. The City of Seward has solicited from virtually all manufacturers of ballfield bleachers and backstops their best price for bleachers and backstops and that information has been correlated, reviewed, and recommendations made to the City Council at its meeting of April 12, 1982. 7. The proposal by Vanco for construction of ballfield bleachers at a price of $944.00 FOB Seward for fifty (50) seats r I CITY OF SEWARD, ALASKA RESOLUTION NO. 82-20 is far less than those received from Vanco and Game Time for other bleachers manufactured by Mexico Forge, Quality Industries, and Patterson, Williams. 8. Although the difference between the lowest proposal by Vanco of $944.00 per fifty (50) seats based upon bleachers manufactured by Stadiums, Unlimited, is substantially less than a proposal by Vanco for seats produced by Quality Industries at $1,190.00 per fifty (50) seats, the difference in absolute terms is only $246.00 which mUltiplied by a total of four (4) bleachers is less than $1,000.00 total difference and it is unlikely that it would cost less than that amount for the City to go to public bid. 9. The manufacture of backstops is a highly specialized industry and only two basic types are available, permanent-hooded backstops and arched backstops. 10. The City Engineer and the Parks and Recreation Department both recommend the purchase of an arched backstop system in that the maintenance on such a system can reasonably be expected to be substantially less than that of a permanent-hooded backstop. 11. Proposals have been requested from all known manufacturers of arched backstops. 12.
