HomeMy WebLinkAboutRes1982-029 05/05/82 CEJ:jml CITY OF SEWARD, ALASKA RESOLUTION NO. 82-29 FINDINGS OF THE CITY COUNCIL OF SEWARD ALASKA THAT THE PUBLIC INTEREST WOULD BE BEST SERVED BY NOT REQUIRING COMPETITIVE BIDDING FOR THE HYDROSEEDING FOR SHORE PROTECTION WHEREAS, Ordinance No. 503 of the City of Seward Code Section 10-8(g) provides that where the public interest would be best served by not requiring competitive bidding, the provisions of that ordinance may be waived upon written finding by the City Council: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, MAKES THE FOLLOWING FINDINGS: Section 1. In 1981, the City of Seward invited competitive bids for the construction of Nash Road Extension; and Section 2. Competitive bidding procedures were followed and award was made to the lowest bidder, Wilder Construction; and Section 3. Item 111(1) Erosion and pollution control was bid for a total of $20,000; Section 4. This item would have extended the comple- tion date of the contract, delaying final payment to the City from the State of Alaska and delaying final payment to Wilder Construction so the item was deleted from the contract; Section 5. Bush Landscaping has agreed to complete this work for the amount of $14,597.50 as quoted to Wilder Construction. This would be a substantial savings to the City of Seward due to the main contractor mark-up elimination. Section 6. The cost and expense to the City of Seward in preparing bid documents and going through the competitive bid process would be substantial. Section 7. There is money available with the project budget for the Hydroseeding for the above reason to award Bush Landscaping and Nursery Company as requested by the City Manager without requiring the competitive bidding as found to be in the public interest as provided for in Paragraph (g) of Section 10-8 of Ordinance No. 503. r I i !
