CITY OF SEWARD, ALASKA
RESOLUTION NO. 82-37
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, RELATIVE TO THE CONTRACT FOR
CONSTRUCTION OF SMALL BOAT HARBOR FISH CLEANING FACILITY
AND CONTRACT FOR CONSTRUCTION OF TWO PUBLIC RESTROOMS
WHEREAS, the construction of the Small Boat Harbor Fish Cleaning
Facility and two public restrooms is in the interest of the public; and
WHEREAS, the following costs would make both projects financially
impossible if the code provisions relative to the bidding process were fol-
lowed by the City Council:
1. Cost of retaining engineers to prepare bid documents.
2. Cost of employing engineers to supervise and conduct the bid-
ding process.
3. The increased cost of the project because of the bidding pro-
cedures and bid bond.
4. The cost of retaining engineers to review the project speci-
fications.
S. The cost of retaining engineers to supervise the construction of
the project.
WHEREAS, the City Council has determined it is in the public in-
terest not to utilize the bidding process set forth in the City Code;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section l. The construction of Small Boat Harbor Fish Cleaning
Facility and the construction of two public restrooms will be handled as
deemed advisable by the City Manager.
Section 2. The bidding procedures contemplated and set forth in
the City Code shall not be used for the above-delineated reasons, primarily
the public interest is not served by the high cost of the bidding process.
