RAYMOND MEMORIAL. WHEREAS, City of Seward history of the particular, the Raymond, and the United States Army has presented to the a meMorial plaque outlining and detailing the United States Army in Seward, Alaska, and in operation of facilities formerly known as Ft. WHEREAS, it is in the public interest that memorials to service by the Armed Forces of the United States be maintained within the City to remind the citizens of the honorable and distinguished service of the Armed Forces in defense of the United States, and WHEREAS, the Ci ty Council has accepted the memorial plaque and determined that it would be appropriate to mount it in a public place to serve as a memorial and also to provide a place for public services and functions in observance of such holidays as Independance Day, Memorial Day, and Armed Forces Day, and WHEREAS, the City Engineer has prepared drawings and specifications for construction of a cement pad and pedestal upon which the plaque may be placed along with flagpoles for use in such services, and WHEREAS, cement and cement Inc., and the only supplier of commercial quantities of products within the City of Seward is Metco, WHEREAS, prepare official excessive, and the costs of retaining an engineering firm to bid documents and specifications would be WHEREAS, in accordance with Section IO-8(e)(6) and (g) the public bidding process may not apply where the City Council determines that it would be in the public interest not to require competitive bidding, and WHEREAS, all materials have been Administration, and known sources of cement informally contacted by and the cement City WHEREAS, Metco, Inc., cement platform for a price of and No/IOO Dollars ($6,950.00). has offered to construct the Six Thousand Nine Hundred Fifty -1- CITY OF SEWARD, ALASKA RESOLUTION NO. 82-41 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, as follows: section 1. The City Council specifically finds that it would be in the public interest to not publicly bid the construction of the cement pad for the memorial in that there is but one supplier of commercial quantities of cement materials within the City of Seward, and the costs of going to public bid might well exceed the price proposed, and the construction of the cement platform by a firm outside the City of Seward would in all probability be substantially more expensive. Section 2. The City Manager is instructed to enter into a contract with Metco, Inc., for the construction of the cement pad and equipment as described by specifications and drawings prepared by the City Engineer for a price not to exceed Six Thousand Nine Hundred Fifty and No/lOO Dollars ($6,950.00).
