A RESOLUTION URGING THE INTRODUCITON AND PASSAGE
OF LEGISIATION BY TIm lOth AU3KA LEGISIATURE
WHICH IDULD ALI..J:M FIRST ClASS OR HOMERillE CITIES
10 ACQUIRE PlANNING, PlAITING AND ZONING PCMERS
WHEREAS, Alaska Statutes, Section 29,33.070 gives the boroughs areawide
planning, platting and zoning powers, and
WHEREAS, the boroughs are delegating much of the responsibility for plarming
to the first class and homerule cities, and
WHEREAS, first class and hanerule cities are assuming much of the burden of
planning within their b01.mdaries because of borough delegation of this responsibility,
and
WHEREAS, the boroughs are not providing assistance to the first class and
homerule cities in helping them in supporting delegated planning responsibilities,
and
WHEREAS, this lack of assistance places a severe hardship on first class
and hanerule cities, and
WHEREAS, full planning, p]atting and zoning powers to first class and home-
rule cities would enable these cities to apply for and receive the financial assistance
necessary to carry out their planning responsibilities,
NOW THEREFORE, BE IT RESOLVED that the City of Seward urges the introduction
and passage by the lOth Alaska Legislature of legislation which would give first class
and homerule cities full plarming, platting and zoning powers should they elect to
asst1lD2 these powers.
