CITY OF SEWARD, ALASKA
RESOLUTION NO. 78-1
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ISSUE SPECIAL PARKING PERMITS FOR
SMALL BOAT HARBOR AREA VEHICLE PARKING
WHEREAS, there is a parking problem in the Small Boat Harbor
area due to illegally parked and overparked vehicles, and
WHEREAS, it is imperative that fire lanes and no parking signs
be observed, and
WHEREAS, in the past, parking permits have been issued which
contained no expiration date and for which the administration has no
control list on the number of permits and to whom the permits were issued,
and
WHEREAS, the Seward Harbor Commission has recommended that the
Council restrict the issuance of Harbor parking permits to only those
individuals having a professional business of servicing the boats in the
Small Boat Harbor;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Seward, Alaska, that the previously issued parking permits for the Harbor
area are hereby declared null and void.
AND, BE IT FURTHER RESOLVED that the City Manager or his delegate
is hereby authorized to issue one parking permit to each of those business
entities which hold a valid Alaska business license and which have as their
regular or primary business activity the servicing of vessels within the
Small Boat Harbor which are operated by third parties.
AND, BE IT FURTHER RESOLVED that the parking permits issued under
this resolution shall expire on the 31st day of December of the year of
their issue.
AND, BE IT FURTHER RESOLVED that the City Manager or his delegate
may reissue a permit to a business entity only upon a satisfactory showing
by that entity that it continues to meet the requirements for the issuance
of a permit.
AND, BE IT FINALLY RESOLVED that the City Manager or his delegate
is hereby authorized and directed to post such signs as are necessary to
inform all persons of the zones in which parking is either restricted or
prohibited in the Small Boat Harbor area.
