RESOLUTION NO. 78-14
A RESOLUTION REGARDING THE USE OF
ALASKA'S NORTH SLOPE ROYALTY GAS
WREREAS, nineteen years ago, when Alaska became a State, it was
because we were tired of being the hewers of wood and haulers of water for
the Lower Forty-eight, and
WREREAS, at last Alaska is in the enviable position of being able to
develop a sound industrial base, and
WREREAS, oil and gas resources provide an immediate opportunity
for Alaska to make good use of the "human value added concept" essential
to the creation of new wealth and the maintenance of independence for the
individual, and
WREREAS, Alaska's economic base is presently dependent on government
spending of one type or another and needs diversification, and
WREREAS, Alaska' royalty oil and gas resources provide an immediate
opportunity for Alaska to develop an industrial base and to develop year-
round employment opportunities for Alaskans, and
WREREAS, a clear indication exists that the majority of Alaskans
want most of their resources processed within Alaska, and
WREREAS, the technology exists to satisfy environmental concerns
in order that Alaskans will be able to continue to enjoy Alaska as they have
in the past, and
WREREAS, we have a very short time to inform A1Can and the petro-
chemical industry of our intentions, and
WREREAS, a decision not to do anything will be interpreted by
industry as a resounding "not interested";
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Seward, Alaska, that we urge the Legislative and Executive branches (in-
cluding the Oil and Gas Royalty Board) of State government to clearly
indicate in the near future that Alaska's North Slope royalty gas will be
processed and upgraded as much as possible within the boundaries of the
State of Alaska, so that jobs are not exported with resources.
