HomeMy WebLinkAboutRes2003-089 Sponsored by: Staff I CITY OF SEWARD, ALASKA RESOLUTION 2003-89 A RESOLUTION OF THE CITY COUNCIL OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT BETWEEN THE STATE OF ALASKA HISTORIC PRESERVATION OFFICE OF THE DEPARTMENT OF NATURAL RESOURCES AND THE CITY OF SEWARD AND APPROPRIATE FUNDS FOR THE AMOUNT OF $16,500 IN ORDER TO DEVELOP A SEWARD NATIONAL HISTORIC SITES TROLLEY TOUR WHEREAS, the State of Alaska Historic Preservation Office of the Department of Natural Resources has provided the City of Seward with Historic Preservation Fund grant funds totaling $16,500 for the purpose of developing a Seward National Sites Trolley Tour; and WHEREAS, the total project cost is anticipated to be $16,500 with a federal share of $9,900 and a local match of $6,600 from in kind contributions and expenses; and I WHEREAS, the City of Seward has nine (9) National Register Historic Sites and nine (9) sites on the local Seward Register of Historic Places; and WHEREAS, a multi-media tour dedicated to the sites will create a greater appreciation for the history of Seward; and WHEREAS, the community will benefit from providing higher visibility for the historic sites. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is hereby authorized to execute the Historic Preservation Fund grant from the State of Alaska Historic Preservation Office of the Department of Natural Resources and appropriate funds for the amount of $16,500 in order to develop the Seward National Historic Sites Trolley Tour. Section 2. The amount of $6,600 is hereby transferred from the General Fund, fund balance account no. 101-3070-0271, to the Historic TrolIey Tour Fund no. 271-0- 3070-0 and the project budget totaling $16,500 is hereby appropriated and authorized to account no. 271-2715-5xxx. Brown, Planner Agenda Item: Authorizing the City Manager to execute a grant agreement between the State of Alaska Historic Preservation Office of the Department of Natural Resources and the City of Seward and appropriate funds for the amount of $16,500 in order to develop a Seward National Historic Sites Trolley Tour BACKGROUND & JUSTIFICATION: The Alaska State Historic Preservation Office of Department of Natural Resources wishes to execute a grant agreement with the City of Seward. The grant money comes from the federal Historic Preservation Fund. This funding will be used to develop a Seward National Historic Sites Trolley Tour. In order to access this grant funding, the City Manager will need to be authorized by Council to execute a grant agreement between the State of Alaska and the City of Seward. The funding will be used for the following: A)Purchase and install multimedia equipment in the Chamber of Commerce trolley. B)Collect printed and visual data from public domain and private sources to be incorporated into multimedia presentation format. C)Study tour routes that best suit tour times and traffic patterns. D)Produce the multimedia presentation which will include narration, printed and visual material. E)Train Chamber of Commerce personnel in the proper use of the multimedia presentation and promote the tour. In addition to the sites on the National Registry, the tour will also visit sites on the Seward Historic Registry. The Seward Historic Preservation Commission plans to put the tour together with the Seward Chamber of Commerce. This project will raise awareness of Seward’s history and the need to preserve it. It will also provide another activity for the summer visitors and will be beneficial to the visitor industry. The total cost of the project is $16,500. The Federal share of the project is $9,900, the State will keep $1,500 as a surcharge, leaving $8,400. The non-federal share of the project which the City will be obligated to provide is $6,600. This can be done with in-kind services, donations, labor and cash. The Seward Chamber of Commerce has committed $1,045 in cash for the project, and members of the Chamber have agreed to provide up to $1,000 of in-kind labor, shop usage and cash. The Historic Preservation Commission has agreed to provide up to $4,555 of in kind which will contribute towards personal services and assistance to the contractual services, for a total of $6,600. FISCAL NOTE: This project will have a total cost of $16,500 with a Federal share of $9,900 (including the State’s 10% administration fee) and a local match of $6,600. The City’s local match will include in-kind donations of labor from the Historical Preservation Commission, donations of labor and shop usage from citizens, and cash from the Seward Chamber of Commerce.
