RESOLUTION 2003-90
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
PURCHASE A TYMCO SWEEPER FORWARD HIGH DUMP 600
FOR $77,000 AND APPROPRIATE FUNDS
WHEREAS, Using a Tymco Sweeper will cut man hours where we currently use a
minimum of three employees; and
WHEREAS, With new additional gutters, catch basins, and sidewalks along Port
Ave and through the Small Boat Harbor street maintenance will increase; and
WHEREAS, Using a Tymco Sweeper will improve the efficiency of street cleaning
operation; and
WHEREAS, only one operator will be needed to run the Tymco Sweeper and will
modernize the way we do our job; and

WHEREAS, The 1999 used Tymco Sweeper features the latest in Regenerative Air
Sweeper technology and is in good condition, saving the City a considerable amount of
money ifthey were to purchase a new Sweeper; and
WHEREAS, Seward City Code ~6.10.125 allows the City to purchase used
equipment without utilizing formal bid procedures.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to purchase the Tymco Sweeper Forward
High Dump 600 for an amount not to exceed $77,000.00.
Section 2. Funds in the amount of $77,000.00 are hereby appropriated from the General
Fund Fund Balance, account #101-0000-3050 to Public Works equipment, account #101-
1310-5930.
Section 3. This resolution shall take affect immediately upon its adoption.

BACKGROUND & JUSTIFICATION
Currently, it takes a minimum of three City employees to clean streets, curbs, and gutter
areas. Five employees are preferred, in order to move along smoothly. This consists of
operating the water truck, handling the hose as the truck is moving, people on shovels,
brooms, and one in a loader. This is serious down time, considering other projects must
be put on hold, due to lack of manpower when this operation is taking place. With new
curbs, gutters, catch basins, and sidewalks along Port avenue, and through the Small
Boat Harbor, street maintenance will increase. The water tanker has a tendency to
blow rock, and debris up on the sidewalks requiring additional man hours to clean the
sidewalks. The purchase of a sweeper/vacuum would alleviate these operational
problems.
After doing some research in-house this year, we found a used 1999 Tymco Sweeper
Forward High Dump 600 for $77,000.00. Purchased new, this sweeper would cost
$145,000.00. This item was found at Gold Coast Development in Anchorage. Purchase
price will include four hours of training on this piece of equipment by a qualified
operator. New main broom, and gutter brooms will be installed before the purchase.
This would be a one person operation. Seward City Code 6.10.125 allows the City to

purchase used equipment without utilizing formal bid procedures.
This unit features the latest in Regenerative Air Sweeper technology. This sweeper will
not create a dust cloud. Chassis has 43,000 miles on it and is powered by a new
generation Cummins engine and Allison automatic transmission. The vacuum sweep
part of the unit has had a factory installed zero hour diesel engine put in by Quality
Equipment in Anchorage; they are Tymco’s representative for Alaska.
Two City shop mechanic/operator’s looked the sweeper over. Their inspection shows it
to be in very good condition, and looks to be well maintained.

FISCAL NOTE:
The purchase of the equipment will cost $77,000.00 and was not included in the
CY2003 budget. Funding will come from the General Fund Fund Balance.

Tymco Sweeper Forward High Dump 600 for $77,000 and appropriate funds.
