HomeMy WebLinkAboutRes2003-091 Sponsored by: Erchinger I CITY OF SEWARD, ALASKA RESOLUTION 2003-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA AUTHORIZING THE CITY MANAGER TO PURCHASE A REPLACEMENT VEHICLE FOR THE HARBOR DEPARTMENT USING THE STATE OF ALASKA DEPARTMENT OF TRANSPORTATION CONTRACT #1661087 IN THE AMOUNT OF $25,130 WHEREAS, the FY 2003 Motor Pool Budget approved by Council Resolution 2002-XXX included $60,000 for two replacement vehicles for the Harbor Department; and WHEREAS, these vehicles are medium duty utility trucks for operations and maintenance of the Seward Marine Industrial Center and the Municipal Small Boat Harbor. As with other city vehicles, they also serve as emergency response vehicles under the City and borough emergency response plans; and WHEREAS, the vehicle to be replaced is al988 1/2 ton 2WD PU; and I WHEREAS, the replaced vehicle will be sold at the next excess property sale of the City of Seward and are valued at an estimated $2,000, which will be deposited in the Motor Pool Fund for the department; and WHEREAS, this vehicle is vested in the Motor Pool Fund, that is, it has paid enough money to fund its replacement and it is continually funded in the annual budget for payments in to the Motor Pool Fund; and WHEREAS, purchasing this replacement vehicle will not increase the department budget; and WHEREAS, the replacement vehicle will be a 2003 Dodge 2500 ST Quad Cab with standard work truck specifications for the State of Alaska Department of Transportation, contract #1661087; and WHEREAS, this vehicle order is piggy-backed onto the existing state contract with this dealer; and WHEREAS, the suggested retail price of this truck package is $32,265 and after applying the negotiated state contract to in-stock vehicles, the truck is available for $25,130; and I CITY OF SEWARD, ALASKA RESOLUTION 2003-91 WHEREAS, the replacement vehicle will provide additional capability for towing equipment, boats and trailers; and WHEREAS, the replacement vehicle will be four wheel drive versus two wheel drive, an essential safety factor for winter time use especially with the fuel truck and is equipped with modem restraint and supplemental restraint systems for the safety ofthe occupants, a significant improvement over the existing vehicle; and WHEREAS, this is a one-for-one replacement and there will be no net increase in vehicles for the department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to purchase a replacement vehicle from Kenai Chrysler Center on the State of Alaska Department of Transportation contract #1661087 for $25,130. Section 2. Beckham Agenda Item: Authorizing the City Manager to Purchase a Replacement Vehicle for the Harbor Department. BACKGROUND & JUSTIFICATION: The FY 2003 Motor Pool Budget approved by Council Resolution 2002-XXX included $60,000 for two replacement vehicles for the Harbor Department. These vehicles are medium duty utility trucks for operations and maintenance of the Seward Marine Industrial Center and the Municipal Small Boat Harbor. As with other city vehicles, they also serve as emergency response vehicles under the city and borough emergency response plans. The vehicle to be replaced is: Vehicle Miles Purchased Use 1988 1/2 ton 2WD PU 86000 Used in 1989 All Purpose Utility Equipment transport (Pumps, welder, compressors) Sanding SMIC utility and vessel logging This vehicle is vested in the Motor Pool Fund. It has paid enough money to fund the replacement. Additionally, this and other department vehicles are continually funded in the annual budget for payments in to the Motor Pool Fund. As such, there is no impact on the annual budget as a result of replacing this vehicle. Replacement Vehicle - 2003 Dodge 2500 ST Quad Cab, standard work truck specs for the State of Alaska Department of Transportation, contract #1661087. This vehicle order is piggy-backed onto the existing state contract with this dealer. The suggested retail price of this truck package is $32,265. Applying the negotiated state contract to in-stock vehicles, the truck is available for $25,130 each. A facsimile from the dealer is attached to this agenda statement. The replacement vehicle will reduce overall maintenance costs of maintaining older vehicles as well as proved additional capability for towing equipment, boats and trailers. The new vehicle will be four wheel drive versus two wheel drive, an essential safety factor for winter time use. It also comes equipped with modern restraint and supplemental restraint systems for the safety of the occupants, a significant improvement over the existing vehicle. This vehicle is currently paying $5000+ in to the fund each year for replacement and there is no impact on the operating budget of the harbor. The value of the replaced vehicle is estimated to be $2,000. The proceeds from the sale of this vehicle will be credited to the Motor Pool Fund for the department. Approved by Finance Department RECOMMENDATION: Council approves Resolution 2003-91, authorizing the CityManager to purchase a replacement vehicle from Kenai Chrysler Center on the State of Alaska Department of Transportation contract for $25,130.
