HomeMy WebLinkAboutRes2003-092 I I I Sponsored by: Mayor CITY OF SEWARD, ALASKA RESOLUTION 2003-92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, SUPPORTING SEA VIEW COMMUNITY SERVICES BEING DESIGNATED A HUB FOR SOCIAL SERVICES ON THE EASTERN PENINSULA WHEREAS, Sea View Community Services was incorporated as the Seward Council on Alcoholism in 1972 by a group of concerned community citizens and has served the community for 31 years; and WHEREAS, Sea View is a multi-service agency with a centralized administration supporting 12 distinct and separate behavioral health services for the people of the Eastern Kenai Peninsula including Hope, Cooper Landing, Moose Pass, Crown Point, and along the Seward highway corridor; and WHEREAS, the agency mission is to provide community-based services that strengthen families, foster self-sufficiency and enhance quality of life; and WHEREAS, the programs of Sea View Community Services are: Emergency Services, Community Support Program for Seriously Mentally III Adults, Mental Health Services for Youth and Families, Domestic Violence and Sexual Assault Program, Rural Human Services to A VTEC, Outpatient Substance Abuse Program, ASPECTS (Alternatives for Students Providing Education, Counseling, Treatment and Support Program), Inmate Chemical Dependency Program, Infant Learning Program, Disability Services, Child Care Assistance, Family Support, Emergency Food and Shelter, Public Assistance Fee Agent; and WHEREAS, Sea View's structure as an umbrella agency is unique in the state and the benefits of the structure are: . Creating economy of scale through shared costs of operation for personnel management, audit, billing, payroll, facilities management, maintenance, reception, management information, computer networking, payroll, etc. . Ease of access for consumers: "one stop shopping" . Shared responsibility for crisis intervention allowing a single phone number available to the community 24 hours/day, 365 days/year. . Enhanced communication between programs for input regarding program development and priorities of care. . Enhanced communication between programs for care coordination. . Elimination of duplication and competition. . Staffwho are expert in information and referral helping customers have access to a well- coordinated system of services. . Cross-trained staff provide coverage between programs so that services are accessible even during unexpected absences in one-person programs. . Services are community-based, provided by people who live in the community, committed to the local economy, acting as neighbors, and contributing to the well-being. CITY OF SEWARD, ALASKA RESOLUTION 2003-92 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. That the City of Seward hereby supports SeaView Community Services being designated by the Governor and the Department of Health and Social Services as a hub for social services on the Eastern Kenai Peninsula. Section 2. That a copy of this resolution be sent to Governor Frank Murkowski and Joel Gilbertson, Commissioner of the Alaska Department of Health and Social Services. Section 3. That this resolution becomes effective immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 25th day of August 2003.
