HomeMy WebLinkAboutRes2003-095 Sponsored by: Clerk I CITY OF SEWARD, ALASKA RESOLUTION 2003-95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING RULE 27 OF THE CITY COUNCIL RULES OF PROCEDURES, ELIMINATING THE NEED FOR A PHYSICAL ADDRESS TO BE GIVEN WHILE ADDRESSING THE CITY COUNCIL WHEREAS, Council had been notified of recent situations where members of the public have not spoken out on issues because of fear of giving a physical address; and WHEREAS, there are a number of reasons the public may fear giving a physical address, and Seward has a large population of prison guards and police officers that may not want the location of the family home known; and WHEREAS, the Seward City Council enacted an ordinance amending this language in the Seward City Code 02.10.070 on July 28, 2003; and I WHEREAS, the Council wishes to amend Rule 27 (a) ofthe City Council Rules of Procedure to appear as follows (strike out - deletions, bold italics = additions): Rule 27 (a) Generally. All persons desiring to address the Council shall first secure the permission of the Presiding Officer to do so, shall staftfl..approach the podium before the Council and give his-their name, and address state whether they are a resident of Seward in an audible tone of voice for the record, and, unless further time is granted by the presiding officer, shall limit his-their address to the time limits specified below. WHEREAS, this resolution enables consistency between our Seward City Code and Rule 27 ofthe Council Rules of Procedures, and thus, changes the language to match the code recently adopted NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Council amends Rule 27 (a) of the Council Rules of Procedure to read as follows: I Rule 27 (a) Generally. A person desiring to address the Council shall first secure the permission of the Presiding Officer to do so, shall approach the podium before the Council and give their name, state whether they are a resident of Seward in an audible tone of voice for the record, and, unless further time is granted by the presiding officer, shall limit their address to the time limits specified below. All remarks shall be addressed to the Council as a body and not to any member thereof. No person other than a Council CITY OF SEWARD, ALASKA RESOLUTION 2003-95 member and the person having the floor shall be permitted to enter into any discussion without permission from the Presiding Officer. Citizens giving testimony may not ask questions of a Councilmember, the Mayor or the city staff. However, Council members or the Mayor may ask questions of citizens giving testimony, and the time allotted to a citizen for public testimony shall be extended automatically to provide additional time which is reasonably sufficient to answer all questions posed. All items presented by a citizen during public testimony for consideration by the Council shall be retained by the City Clerk. Written testimony may be filed by submitting said statement to the City Clerk at or before the time scheduled for the public hearing or discussion of the item. No person or group shall disrupt a Council meeting. (SCC ~ 2.10.070) Section 2. This resolution takes effect 10 days following adoption. ""fIUI~'" Agenda Statement Meeting Date: August 25, 2003 From: Erin Leaders, Assistant City Clerk Agenda Item: Amending Council Rules of Procedure Rule 27 changing the way the public addresses Council, and eliminating the need to give a physical address. BACKGROUND & JUSTIFICATION: On 7/28/2003 Seward City Council changed the language in SCC 2.10.070(A) slightly, eliminating the need to give a physical address, while still enacting the proper decorum. This is a “housecleaning” change to Rule 27 of the Council Rules of Procedure, adopting the same language. CONSISTENCY CHECKLIST: Yes No 1. Comprehensive Plan _____ _____ 2.
