RESOLUTION 2003-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT FOR CONSTRUCTION OF PHASE II, AN 8' X 16' BUILDING
WITH SWENSON CONSTRUCTION IN AN AMOUNT NOT TO EXCEED
$12,541.00, TO HOUSE EMERGENCY RADIO COMMUNICATIONS
EQUIPMENT WITH COUNCIL APPROVAL TO USE CITY CODE
SECTION 6.10.130 PURCHASING, WHERE COMPETITIVE BID
PROPOSALS ARE NOT IN THE PUBLIC INTEREST
WHEREAS, the City of Seward has been awarded a grant for emergency services radio
equipment that will not be available until later in the winter 200312004; and
WHEREAS, other funds are available at this time from a Police Department grant for
renovation and remodeling ofthe dispatch center; and
WHEREAS, time is a critical element in construction plans, with winter fast approaching.
We can work quickly with local contractors to complete the structure before weather conditions
impair or halt the project; and
WHEREAS, working with local vendors on a quick project will keep costs as low as
possible; and
WHEREAS, the approval of Council to go forward with Phase IT construction, will enable
the radio equipment to be installed and operational as quickly as possible.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. City Council will determine that it is in the best interest of the public that
competitive bid/proposal process will not be required for Phase IT of the Radio Communications
Building.
Section 2. A1l10cal contractors have had an opportunity to submit a proposal on Phase II.
Section 3. Council authorizes the City Manager to enter into a contract with said contractor
Swenson Construction for an amount not to exceed $ 12,541.00, for the construction ofan 8' x 16'
building to house radio communications equipment.
Section 4. The resolution will take effect immediately upon its adoption.

Agenda Item: Approve the Construction of Phase II , An 8’ x 16’ building to house radio
communications equipment by local contractors in lieu of the formal bid
process, as per City Code Section 6.10.130, Where competitive bid proposals
are not in public interest, due to time and weather constraint, working
cooperatively with the Police Chief and Fire Chief .
BACKGROUND & JUSTIFICATION:
Federal funding has been awarded for the emergency response radio communications system. As
winter is upon us there is an urgency to construct the building that will house the radio equipment.
Initial funds are available from a Municipal Sharing Grant for upgrading of the Police dispatch
console. We started the foundation in September to beat anticipated cold weather. We called this
Phase I of the project.
Time is a critical element in the construction of this project, so Phase II was decided to construct
a basic 8’ x 16’ building. Using the Seward business license list received from the City Clerks office,
local contractors were called and a meeting was held to outline the proposed Phase II project.
There is a small window of opportunity to construct this building before winter is upon us. Timely
construction will allow radio equipment to be installed later in the winter and the new dispatch center
to be put into operation at the earliest possible date.
As per City Code, Title 6, Purchasing, Contracts and Professional Services, Section 6.10.130 Where
competitive bid proposals not in public interest, we request Council approval for acceptance of a
contract with a local area contractor for construction of a basic 8’ x 16’ building for the purpose of
housing radio communications equipment for emergency services for the City of Seward.
When Council allows us to enter into a contract with one of the attached contractors for the
completion of the structure, without the competitive bidding process, the work will be completed
quickly and more cost effectively.

FISCAL NOTE:
The Police Department was awarded a grant for remodeling dispatch. These funds will be used to
construct the proposed building for housing the new emergency services radio equipment. The Grant
for the radio equipment, also allows for building construction with reference to the radio system, and
will allow the City of Seward Dispatch area to be remodeled in incorporate their new radio

equipment. Monies to be appropriated from account .

RECOMMENDATION:
Council approves Resolution 2003- 110, accepting a price quote for Phase II of the communications
building from contractor Swenson Construction in the amount of $ 12,541.00 and finding it is in the
public interest not to require competitive bidding.
