RESOLUTION 2003-112
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO SUBMIT AN
APPLICATION FOR A HISTORIC PRESERVATION FUND GRANT FY04 TO
THE STATE OF ALASKA, DEPARTMENT OF NATURAL RESOURCES FOR A
TOTAL AMOUNT OF $33,333 WITH THE CITY PROVIDING MATCHING
FUNDS IN THE AMOUNT OF $12,000 IN ORDER TO UPDATE THE 1996
SEWARD HISTORIC PRESERVATION PLAN
WHEREAS, pursuant to the National Park Service Historic Preservation Act of
1966, certain federal share matching grants for historic preservation projects are available
to certified local governments; and
WHEREAS, it is the responsibility of the Historic Preservation Commission and
City Council to develop and maintain the Seward Historic Preservation Plan; and
WHEREAS, Phase I of the Seward Historic Preservation Plan was completed in
1993 and Phase II was completed and approved by Council in 1996; and

WHEREAS, a subsequent phase of the Plan is needed to provide current and
archival photos and more historical detail for the one hundred and eighty three (183)
structures listed on the Seward Historical Site Inventory; and
WHEREAS, a subsequent phase of the Plan is also needed to provide
recommendations on specific actions which can be taken to accomplish the Goals and
Objectives of the prior phases; and
WHEREAS, the Seward Historic Preservation Commission passed a motion of
support at the September 24, 2003 meeting and proposed that the City apply for a historic
preservation fund matching grant to update the Seward Historic Preservation Plan
approved in 1996; and
WHEREAS, the total project cost is estimated at $33,333, with a federal share of
$20,000.00, and a local match of $13,330. The City's match for this project will be
provided by cash, in-kind, and donated goods and services; and
WHEREAS, the grant will require City Council to provide $12,000 matching
funds from the General fund and $1,333 will be provided with in-kind donated labor.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The Seward City Council authorizes the City Manager to submit to the
State of Alaska, Department of Natural Resources, an application for a Historic
Preservation fund grant FY04 for a total amount of $33,333, with the City providing
matching funds in the amount of $12,000 in order to update the 1996 Seward Historic
Preservation Plan.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward this 27th day of
October, 2003.

Agenda Item: Authorizing the City Manager to submit to

amount of $33,333 with the City providing matching funds in the
amount of $12,000 in order to update the 1996 Seward Historic
Preservation Plan
BACKGROUND & JUSTIFICATION:
The Alaska State Historic Preservation Office of Department of Natural Resources has grant
funds available. The grant money is available in a pass-through status from the Federal Historic
Preservation Fund. This funding can be used to develop historic inventories, historical
preservation planning and preservation education for the public. In order to apply for this grant
funding, DNR recommends that the request be endorsed by the highest level of local
government.
The funding will be used to update the SHPP (1996) to determine:
1. Current resources in the community.
a. Update the Seward Historical Site Inventory to include present day and
archival photographs and a history of each building.
b. Update the list of human resources to include contact information.
c. Have this information available in electronic format for inclusion on the
website.
2. Current status for the designated goals, objectives and activities.
a. Identify which Seward Historic Preservation Plan objectives have been
met, are no longer relevant and provide status updates for on-going
activities.
3. Establish criteria to prioritize objectives.
a. Hold town meeting(s) to identify the community’s desires and
expectations for continued Historic Preservation.
b. Hold work sessions to determine how to meet these needs.
This project will raise awareness of Seward’s history and the need to preserve it and will be
beneficial to the visitor industry.

Emphasizes continuing the education of citizens regarding local history.
FISCAL NOTE:
The total cost of the project is $33,333. The Federal share of the project is $20,000, the State
will keep $3,030 as a surcharge, leaving $16,970 as the total recipient receipt. The non-federal
share of the project which the City will be obligated to provide is $13,333. This can be done with
in-kind services, donations, labor and cash. The grant is requesting that the City provide $12,000
for a match, and identifies $1,333 as donation of labor, which is considered as an in-kind status.
Staff is fully aware of the budget limitations currently faced by the City now and in the years to
come, however, applying for the grant does not encumber the City to accept the grant. If the
grant is approved by DNR, it will come before Council for authorization to accept approximately
August of 2004. If the City is able and willing to provide $12,000 as matching funds at that
time, the grant can be accepted. If City finances don’t allow, obviously it will be rejected.
