RESOLUTION 99-014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A
CUMMINS 210 KW GENERATOR FROM CUMMINS NORTHWEST FOR
AN AMOUNT NOT TO EXCEED$26,400, FREIGHT ON BOARD ANCHOR-
AGE, AND AUTHORIZING AN ADDITIONAL AMOUNT OF $13,600 FOR
INSTALLATION
WHEREAS, during the City of Seward's last power outage on February 2 and 3, the
emergency generator for city hall (located in the fire department basement) failed to start and left
city hall, and particularly the police dispatch center, without power for a couple of hours;
WHEREAS, the lack of power prevented the dispatch center from receiving any calls,
including 911 calls, and also basically shut down their radio system with the exception of battery
operated units;
WHEREAS, the phone system for the dispatch center cannot operate without utility power;
and
WHEREAS, the City has discussed replacing the emergency generator in past years but it
was not high on the priority list since it continued to work with minor problems;
WHEREAS, it is now apparent that the generator needs to be replaced as soon as possible;
WHEREAS, the City Council finds that the lack of a reliable generator to power city hall
constitutes an emergency situation;
WHEREAS, in accordance with Seward City Code, 6.1 0.120(A)2, the City Council finds
that this emergency makes a delay incident to competitive bidding unreasonable;
WHEREAS, the City Administration obtained quotes without utilizing full advertizing of
requests for proposals;
WHEREAS, three quotes were received and the Administration recommends purchasing a
Cummins 210 KW Diesel Generator from Cummins Northwest for $26,400;
WHEREAS, the City will receive a matching grant of up to $20,000 from the Kenai
Peninsula Borough, with the remainder of the project funded from undesignated fund balance in the
Capital Acquisition Fund.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to purchase a Cummins 210 KW Diesel
Generator from Cummins Northwest for an amount not to exceed $26,400, freight on board
Anchorage, and authorized to spend an additional $13,600 for installation, re-wiring, etc.
Section 2. Funding shall be as follows: Council approves a matching grant from the Kenai
Peninsula Borough for up to $20,000 to Capital Acquisition Fund grant revenues account 103-1030-
4680-0900; appropriates the City's matching portion for an amount not to exceed $20,000 from the
Capital Acquisition Fund fund balance account 103-0000-3050; and authorizes the expenditure of
the total amount not to exceed $40,000 from the Capital Acquisition Fund equipment account 103-
1030-5930.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 22 day
of February, 1999.
