CITY OF SEWARD, ALASKA
ORDINANCE NO. 97-08
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, MODIFYING SEWARD CITY CODE SECTION 15.10.115,
SEWARD ZONING CODE PURPOSE STATEMENT
WHEREAS, the City of Seward anticipates steady community growth over the near and long
term future; and
WHEREAS, reasons for the growth include an attraction to Seward's high quality oflife and
its natural surroundings; and
WHEREAS, the City Council finds it necessary to protect those attributes as well as promote
the physical and economic health, safety and general welfare of current and future residents through
sound planning and zoning; and
WHEREAS, the City Council recognizes the need to give careful consideration to balancing
the following factors to create an effective proactive zoning ordinance:
1. Protection of existing development,
2. Sufficient flexibility to allow for desirable community expansion,
3. Compatibility ofthe Zoning Code and Zoning Map within accepted zoning principals,
4. Understandability of the provisions by the public,
5. Reasonableness and legality of enforcement provisions,
6. Compliance with the statutory requirements of the State of Alaska,
7. Compliance with the City of Seward Comprehensive Plan;
and
WHEREAS, the City Council finds that a positive approach to community development
through a sound zoning ordinance is necessary to encourage imaginative and diverse development;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA
HEREBY ORDAINS that:
Section 1. Seward City Code SI5.10.115, Purpose, is hereby amended to read as follows:
15.10.115 Purpose. This chapter is adopted in order to:
1. Protect the public health, safety and general welfare of the
community's residents;
2. Promote fire safety and public order;
3. Provide adequate open spaces for aesthetics, light, air and to prevent
and fight fires;

4. Provide safe, aesthetic surroundings and living conditions;
5. Prevent undue traffic congestion;
6. eonserve and stabilize the value of property;
7. Prevent undue concentrations of population;
8. Provide for orderly and stable public, residential, commercial and
industrial development;
9. Facilitate systematic development of adequate public improvements
and services such as transportation, utilities, schools, parks and other public
facilities;
10. Determine the most appropriate use of land in accordance with the
comprehensive plan;
11. Implement the comprehensive plan for the city; and
12. Provide a method of administration and to prescribe means of
enforcement of the provisions of this title.
Section 2. This ordinance shall take effect ten (10) days following its enactment.
ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this
10th day of March, 1997.
