RESOLUTION 99-023
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE PURCHASE FROM PO TEL COM OF A
THREE PHASE, 1500 kV A, 12.5 kV TRANSFORMER FOR $30,485
WHEREAS, one of the three single-phase, 833 kV A auto-transformers that make up the
three-phase bank in the Lawing substation failed in December of 1998; and
WHEREAS, using breaker 452 instead of our own system could leave Lawing without
electricity if the 25 kV A line from Dave's Creek is out of service; and
WHEREAS, a transformer with a larger capacity will service the load adequately and leave
room for growth; and
WHEREAS, occasionally Chugach Electric Association(CEA) has trouble and the Lawing
substation feeds electricity north; and
WHEREAS, a Request for Proposal was issued for different capacities of transformers with
an understanding that CEA would pick up the difference between a transformer that would meet the
City of Seward's needs and one that would meet both Seward's and CEA's needs; and
WHEREAS, two bids were received; and
WHEREAS, the lowest bidder was Potelcom for $30,485
WHEREAS, it would be more expedient to approve the purchase for the full value with an
understanding that CEA would reimburse Seward $10,585 plus a share of the transportation and
installation costs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council approve the purchase of a three-phase, 1500 kV A, 12.5/25 KV
transformer from Potelcom for $30,485 of which $10,485 will be reimbursed to the Electric Utility
by Chugach Electric Association
Section 2. Funding to be from 501-5230-5440
Section 3. This resolution shall take effect immediately upon its adoption.
