RESOLUTION 99-026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH THE ARMY CORPS OF ENGINEERS, ALASKA
DISTRICT, COMMITTING THE CITY TO THE ENGINEERING DESIGN
PHASE OF THE EAST HARBOR EXPANSION PROJECT AND APPRO-
PRIATING $77,200 FROM THE GENERAL FUND FUND BALANCE TO
PAY THE CITY'S SHARE OF ENGINEERING DESIGN FOR THE EAST
HARBOR EXPANSION PROJECT
WHEREAS, the Seward East Harbor Expansion Project is entering the next phase of
development; and
WHEREAS, the Alaska District, U.S. Army Corps of Engineers (ACOE), is ready to move
into the Engineering Design phase; and
WHEREAS, the Engineering Design phase is estimated to cost approximately $330,000, of
which the City's share is $77,200 after applying a credit of$5,300 from the Feasibility Study; and
WHEREAS, this is a very critical point in the East Harbor Expansion Project, requiring a
commitment from the City in order to proceed with the project as described in the Feasibility Study;
and
WHEREAS, with this commitment, the ACOE will seek project funding at the federal level
for their portion of construction and have included the East Harbor Expansion Project in their list
of candidate projects for funding; and
WHEREAS, this funding could potentially come in the next 4-6 months; and
WHEREAS, without funding from the City for Engineering Design, the Expansion Project
could be dropped from the list of candidate projects submitted for funding this year; and
WHEREAS, this project has enormous potential economical benefits to the harbor and the
City, expanding an overcrowded harbor, adding approximately 380 new slips, generating increased
revenues through fees, property and sales taxes as well as creating opportunity for continued water-
related business development;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with the Army Corps
of Engineers, Alaska District, committing the City to the Engineering Design Phase of the East
Harbor Expansion Project.
Section 2. $77,200 is appropriated from the General Fund fund balance, account 101-0000-
3050, to the Small Boat Harbor Expansion Capital Project, Engineering Services, account 274-2741-
5180, the total amount of $77 ,200 is appropriated to pay for the City's share of the Engineering
Design phase ofthe East Harbor Expansion Project.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day
of March, 1999.
