CITY OF SEWARD, ALASKA
RESOLUTION NO. 99-030
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER AN
AGREEMENT WITH PALADIN DATA SYSTEMS, INCORPORATED TO
REPLACE THE HARBOR DEPARTMENT DATABASE AND
MANAGEMENT SYSTEM.
WHEREAS, the Harbor has been using a marina management system developed by Arthur
MicroSystems Inc, for nearly five years; and
WHEREAS, the last three years have been unsupported, the system is not Year 2000
compliant and the department has been researching various replacement alternatives for the past
year; and
WHEREAS, Paladin's system is an ORACLE@ based application, an international standard
database with a large user and support base; and
WHEREAS, ORACLE@ is a very powerful, flexible, and supportable database with almost
unlimited potential and can be supported by the vendor, ORACLE@, MWM Consulting, or any other
contractor with ORACLE@ training; and
WHEREAS, Paladin Data Systems meets or exceeds all the selection criteria and is
determined to be the preferred replacement alternative; and
WHEREAS, the Harbor computer system was recently replaced and meets,the requirements
to operate this database; and .
WHEREAS, replacement of the Harbor Management System is required by June 1,1999
to insure continuity of operations and correct Y2K compatibility iss~e.s.; .'
WHEREAS, specialized products and professional services such as computerprograrnming
are exempt from competitive procurement procedures and this exemption is provided for in the City
of Seward Code S6.10.120;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with Paladin Data
Systems, Incorporated to replace the Harbor Department's Database and Management System.

Section 2. Funding for this replacement and training will come from the Harbor Enterprise
Fund.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 22nd
day of March 1999.
