CITY OF SEWARD, ALASKA
RESOLUTION NO. 99-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT FOR THE READING OF ELECTRICAL METERS WITHIN
THE SEWARD ELECTRICAL SERVICE AREA WITH MICHAEL
O'CONNOR
WHEREAS, the City's current meter reading contractor, Derrald Hilderbrand, has given
notice to terminate contract as of June 30, 1999; and
WHEREAS, request for proposals (RFP's) were issued pursuant to City Code Section
6.10.310 concerning alternate procurement procedures based on other criteria in addition to price;
and
WHEREAS, one proposal was received and determined to be a responsive proposal by an
administrative committee assigned to review the RFP's; and
WHEREAS, the contractor will be paid a flat rate of $2,302 per month for reading
approximately 2,218 meters (base unit price of$0.97 per meter) and $3.00 each per door hanger per
month following a two month training period and a six month trial period at a lower negotiated rate;
and
WHEREAS, a performance bond in the form of a certificate of deposit held in trust by the
City of Seward in the amount of$2,500 will help insure performance of the contract; and
WHEREAS, budget monies are available for the remainder ofFY 99 and monies are being
budgeted in the upcoming six months budget for July 1, 1999 through December 31, 1999;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a contract with Michael O'Connor
for the reading of electrical meters within the Seward Electrical Service Area.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 26th
day of April, 1999.
