CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-011
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, WAIVING COMPETITIVE BIDDING AND
AWARDING A CONTRACT TO ALASKA CORRECTIONAL INDUSTRIES
FOR FABRICATION OF REPLACEMENT WINDOW STOPS FOR
THE SPRING CREEK CORRECTIONAL CENTER
WHEREAS, the remedial repair of rusting window frames at the Spring Creek
Correctional Center requires fabrication and replacement of the window stops; and
and
WHEREAS, fifteen thousand dollars ($15,000) has been budgeted for this work;
WHEREAS, the Department of Corrections prison industries metal shop at
Wildwood has submitted a bid for the work; and
WHEREAS, ~ 6.10.120 A.6. of the City Code specifically excludes from competitive
bidding purchases from other governmental units provided that the price is determined
to be below that obtainable from private dealers; and
WHEREAS, the state DOT project manager has determined that the bid submitted
by DOC prison industries is competitive and will result in savings of time and overhead
costs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is in the public interest to waive standard bid requirements for the
fabrication of replacement window stops for the Spring Creek Correctional Center.
Section 2. The City Manager is hereby authorized to execute a contract with the
Alaska Correctional Industries to provide the referenced window stops in the amount of
$13,771.80.
Section 3. The City Council further authorizes the establishment of a project
budget totalling $14,800 to include a change order contingency in the amount of
$1,028.20.
Section 4. This resolution shall take effect immediately upon its adoption.
