RESOLUTION 2001-041
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING CHANGE ORDER NUMBER 4 TO TRYCKNYMAN
HAYES INCORPORATED'S ENGINEERING SERVICES CONTRACT TO
ADD SPECIAL PURPOSE FLOAT DESIGN FOR AN AMOUNT NOT TO
EXCEED $16,000
WHEREAS, the Plans and Specifications for the North Harbor Renovation Project since the
original drawings have called for moving the break on G Float from between E and F floats to
between D and E Floats; and
WHEREAS, the Port and Commerce Advisory Board (P ACAB) recommended this gap be
filled, making G Float a continuous float section; and
WHEREAS, the City Manager agreed with the P ACAB and directed a solution to bridging
this gap be explored and implemented; and
WHEREAS, this gap transitions from a state of the industry concrete float with 24" of
freeboard to a thirty-year-old wooden float system with approximately 8" of freeboard in a relatively
short distance, requires a ramped float that ties in to the concrete float system using the vendor'&
connection system and then matching up to the existing float; and
WHEREAS, since the P ACAB feels a substantial amount of traffic will use this area ofthe
float system, it is prudent and necessary to have the connection designed and engineered by
professional engineers to current standards for public safety reasons and it must be stable and have
enough flotation to carry the designed load; and
WHEREAS, for safety and access reasons, there is also a need to supply several "work"
floats to store various items such as dock carts and additional equipment used by the customers and
businesses in the harbor; and
WHEREAS, Tryck Nyman Hayes, Incorporated has provided a proposal to add to the
existing engineering service contract for the Small Boat Harbor Repair and Renovation Capital
Project (approved by the City Council in Resolution 99-143) for design of these special purpose
floats; and
WHEREAS, this proposal would be added as Task #7 to the current contract tor an amount
not to exceed $16,000, using re-programmed monies within the existing project;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to issue Change Order Number 4 to the existing
contract with Tryck Nyman Hayes, Incorporated, and issue appropriate Notice(s) to Proceed for the
design of special purpose floats in accordance with the attached proposaL
Section 2. The amount of this change order is not to exceed $16,000.
Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 27th
day of March 2001.
