HomeMy WebLinkAboutRes1999-129 I I I Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION 99-129 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROVING THE CITY OF SEWARD'S CALENDAR YEAR 2000 FEDERAL LEGISLATIVE PRIORITIES WHEREAS, annually the City compiles a list ofprojects or issues that are identified as top legislative priorities; and WHEREAS, the list of projects is compiled into a package that is then distributed to our Congressional delegation, the Kenai Peninsula Borough, and our lobbyists; and WHEREAS, this prioritized list validates the projects and greatly focuses the efforts ofthe Administration in our lobbying effort; and WHEREAS, all the projects on this list are consistent with the City's Comprehensive and Strategic Plans; and WHEREAS, the following projects are the City's priorities for the upcoming legislative seSSIOn: Flood Mitigation 1. Long-term solution to a Lowell Creek Tunnel Failure $25,000 for a Loss/Risk Analysis and Cost/Benefit of the impacts of a tunnel failure Design and Engineering funding for a long-term mitigation measure 2. Funding to Complete the Resurrection River and Japanese Creek Comprehensive Plan $3 million for construction of North Forest Acres & Japanese Creek Levees $1.5 million for the expansion of the Alaska Railroad middle bridge Life/Safety 1. 2. $125,000 to purchase a new ambulance $150,000 to replace the police dispatch console Economic Development 1. Construction funding for the East Harbor Expansion $4.5 million for Corps of Engineers work on navigational items in President's budget $6 million in additional funding is needed 2. Fund an Alaska Job Corps Center "slot" for Alaska with a satellite office and 100 jobs in Seward 3. $8 million for construction ofthe Interagency (MultiAgency) Facility 4. $10.71 million for upgrades to the Seward Shipyard CITY OF SEWARD, ALASKA RESOLUTION NO. 99-129 5. 6. $20 million for completion of the North Dock Secure Seward as the start point for the Department of Defense fiber-optic link to the Aleutians Research 1. 2. 3. Continued support for the Alaska SeaLife Center $17.5 million for capital investment $3 million in research & rehabilitation funding $25 million to the University of Alaska for replacement of the R/V Alpha Helix $2 million for Arctic research science funding Beneficial Legislation 1. Support for the Firefighter Investment and Response Enhancement Act (H.R. 1168) 2. Track the Conservation and Reinvestment Act of 1998 3. Support for the Access to Thermal Imaging Cameras Act (H.R. 1839) NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The list of legislative projects is hereby declared to be the official legislative priority list for the City of Seward for the 2000 legislative session. Section 2. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13 day of September, 1999.
