<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2001-066 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AUTHORIZING THE CITY MANAGER SOLICIT BIDS FOR A <br />NEW VEHICLE FOR USED OIL COLLECTION, TRANSPORT AND <br />DELIVERY <br /> <br />WHEREAS, the Harbor Department collects and delivers used oil to and from various <br />facilities in town and is responsible for used oil collection and recycling; and, <br /> <br />WHEREAS, used oil collection occurs at the six dumpsters in the Harbor area, at the Seward <br />Marine Industrial Center, Institute of Marine Science, A VTEC and the electrical generation plant and <br />is delivered to various City buildings for recycled use in used oil burners for heat; and, <br /> <br />WHEREAS, the oil recycling operation benefits nearly every city department and is <br />environmentally responsible; and, <br /> <br />WHEREAS, the vehicle currently used to tow the 1000-gallon oil vacuum tanker is two- <br />wheel drive, presents a serious safety issue in the winter months, has a history of excessive and <br />growing maintenance costs and has nearly 100,000 hard miles; and, <br /> <br />WHEREAS, the vehicle currently in use does not meet all requirements of the various state <br />and federal agencies and there is not another vehicle in the motor pool that meets the requirements; <br />and, <br /> <br />WHEREAS, it is essential for safety, liability and environmental issues to purchase a new vehicle <br />for the tanker operations; and, <br /> <br />WHEREAS, a suitable vehicle is an important and critical element dealing with collection, <br />transportation and delivery of large amounts of used oil and the associated hazards; and, <br /> <br />WHEREAS, an accident resulting in a spill of used oil may result in significant environmental <br />response and remediation costs, costs that could exceed the cost of a new, appropriately equipped, <br />vehicle and prevented by adding such a vehicle to the motor pool. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br /> <br />Section 1.
