CITY OF SEWARD, ALASKA
RESOLUTION NO. 99-131
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING A PROPOSAL FROM AND AUTHORIZING THE
CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES
CONTRACT WITH BILL WOOD, OF WOOD AND ASSOCIATES, TO
CONDUCT AN EMPLOYEE ATTITUDE SURVEY FOR AN AMOUNT NOT-
TO-EXCEED $10,000
WHEREAS, the City must have an effective, highly trained, motivated, and well equipped work
force; and
WHEREAS, the City has approximately 80 regular employees operating within a number of different
departments, providing the City with an amazing variety of services; and
WHEREAS, one City Manager's goals for this year is to comprehensively address the needs and
opportunities of our employees by gauging employee morale, learning about obstacles, finding out
what resources are needed and how to make work and work environments more productive,
enjoyable, and challenging; and
WHEREAS, an organization-wide employee survey, designed by an employee group comprised of
no one in a supervisory or management position, and administered by an independent, third-party
consultant to ensure confidentiality and statistical validity, is a "bottom-up" way to gauge a number
of employee-related issues; and
WHEREAS, Bill Wood, of Wood and Associates is a known expert in this field of study and has
submitted a proposal which will provide the process and product desired by the City Administration,
including the survey tools, methodology, and annotated database for future use;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council accepts a proposal from and authorizes the City Manager to
enter into a Professional Services Contract with Bill Wood, of Wood and Associates, to provide an
Employee Attitude Survey.
Section 2. $10,000 is appropriated from General Fund, Fund Balance account number 10 1-
0000-3050 to City Manager, Contract Services account number 101-1120-5390.
Section 3. This resolution shall take effect immediately upon its adoption.
